Overview The Department of Mental Health (DMH) is seeking a skilled leader to provide effective direction, oversight, and coordination of quality, performance improvement, accountability, and reporting activities for the department. Specific examples include initiatives to implement value-based payment models, performance-based contracting and grants management, as well as implementation of results-based accountability frameworks, and developing process and protocols for payment reform. You will manage performance measurement reporting, including, but not limited to scorecard software, for public performance accountability reports and legislative presentations. You'll also manage relationships with community partners, department program directors, legislators, and community providers to advance a culture of accountability and data­ driven decision making.

This position requires significant interaction with treatment providers, federal agencies and advocacy and consumer groups as well as close collaboration with the department leadership. Work is performed under the general direction of the DMH Commissioner.

We're seeking candidates with thorough knowledge of administrative and/or operational experience in a healthcare or mental health setting or comparable regulatory environment, considerable knowledge of statistical analysis tools such as SPSS and SAS, and considerable knowledge of performance and quality improvement methodologies.

Specific duties of the Director of Quality & Accountability include:
Assist with project management for Departmental initiativesProvide leadership in long-range quality and performance improvement, planning and evaluation for the divisions of the Department as well as the range of community and inpatient mental health services overseen by the Department.Oversee Medicaid waiver quality, accountability and performance improvement responsibilities related to mental health and to the Department. Support Department reporting to the legislature and to federal partners.Collaborate with AHS, DVHA, and Performance Accountability Liaisons across state government to ensure consistent approaches to program and clinical performance oversight and improvement initiatives.Write, implement, and monitor grantsSupervise staff who oversee designation for hospitals and community agencies to provide mental health services. Environmental Factors Duties are performed primarily in a standard office setting. Frequent travel to attend provider and public meetings requires that private means of transportation be available and may entail some work outside of normal office hours. Frequent interaction with governmental staff, service providers, consumers and families may involve conflict and strong feelings and require the ability to facilitate meetings toward productive ends. Minimum Qualifications Master's degree in business administration, health care administration, human services field AND two (2) or more years of administrative and/or operational experience at a supervisory level in a healthcare or mental health setting or comparable regulatory environment INCLUDING quality improvement, planning and evaluation.
