District 19 Community Services Board (D19CSB) is seeking a qualified professional to provide oversight of all forensic and civil hospital Liaison and restoration programs. Main office is located in Petersburg, VA but position will cover nine localities. This position assumes responsibility of local/private Region IV acute care project funding. Preforms hospital liaison duties for state and private hospitals. Oversees and monitors discharge assistance plan expenditures, monitors state hospital bed census and discharge processes. Attends children's state hospital treatment team meetings and coordinates children's state hospital discharges. Conducts re-commitment hearings. This position provides direct oversight to the Community Based Crisis Stabilization Program. Acts as clinical backup to hospital liaisons staff. This position assumes the responsibilities of the Emergency Service Manager in their absence. This position has direct responsibility for quarterly audits of NGRI caseloads, Community Based Crisis Stabilization and monitors court matters for NGRI/Restoration cases.

Requirements (Experience, Essential Educations and Skills Needed):
Knowledge: of crisis intervention, stabilization & hospital diversion services; representation of CSB at involuntary commitment hearings, SUD diversion, CSB monitoring of Acute Care Project, discharge planning from local and state hospitals, forensic and NGRI services; program planning, evaluation, clinical supervision of staff and program consultation to District 19 area offices. Knowledge of local law enforcement agencies and practices related to the management of individuals with mentally illness, SUD and ID/DD Knowledge of state and local disaster planning protocols. Knowledge of Red Cross Disaster plan and mental health response practices and procedures.

Skills: Excellent written and oral communication skills; emergency/crisis intervention. Ability to exercise sound judgment; maintain a high degree of confidentiality; work effectively with all people provide supervision and community based services; demonstrate imitative.

Ability: to manage complex staffing patterns to assure adequate coverage to all communities with the catchment area. Ability to make sound clinical judgment and ability to manage staff .

Must be licensed as: LPC, LMFT or LCSW

At least a master's degree in human services or related field (social work, psychiatric rehabilitation, sociology, counseling, vocational rehabilitation, human services counseling or other degree deemed equivalent to those described) from an accredited college and with at least two years of clinical experience providing direct services to individuals with a diagnosis of mental illness.

Must have experience working as a Certified Pre-Admissions Screener.

Must have supervisory experience of a crisis program, knowledge of forensic and NGRI

Preferred Qualifications/Other Relevant Job Information:
Demonstrated experience in working with multi-cultural SMI population with co-occurring disorders required.

This is a Grade 215 salaried position. The minimum annual salary is $56,523.00.

Starting salary for new employees will be based on the prospective employee's knowledge, skills and abilities directly relating to the position's duties. Current or most recent verified salary will also be taken into consideration prior to making an offer of employment. Starting salaries for new employees will not exceed the advertised maximum and will be based on the availability of funding within the current budget.
