Job DescriptionJob SummaryThis role will oversee accurate and timely payroll processing including accounting, reconciliation, analysis, and compliance. Responsible for performing high level payroll activities while maintaining operational efficiency within the payroll department.Knowledge/Skills/AbilitiesThe Director, Payroll is responsible and accountable for payroll operations, payroll business processes, compliance, and vendor and stakeholder management. We are looking for somebody experienced in leading payroll projects and leveraging payroll technology to enhance the efficiency and accuracy of payroll processes. This role will also ensure systems and internal controls adequately support global payroll, employment taxes, and all applicable labor laws and regulations. â¢ Responsible for payroll function in multi-state and Puerto Rico.â¢ Establish strong partnerships with key internal organizations such as Stock Plan Services, Accounting, FP&A, Tax, People Team (HR), Benefits, and SOX functions.â¢ Build proactive, collaborative relationships with stakeholders, outside vendors, and global payroll teams to ensure global best practices and process consistency.â¢ Enhance payroll analytical and reporting capabilities to update stakeholders regularly and provide meaningful decision support for management.â¢ Stay current on regulations, benefits changes, and labor laws impacting the payroll process, and stay compliant for all payroll tax jurisdictions.â¢ Serve as the subject-matter expert for the payroll software platform (JDE) and time & attendance platform (Kronos).â¢ Work closely with Finance to develop strategic initiatives, goals and priorities.â¢ Lead system implementation initiatives including coordinating system demos, gathering requirements, and facilitating the RFP process.â¢ Be able to influence and negotiate priorities with a focus on continuous improvement of operational processes and systems.â¢ Ensure compliance with all federal, state, and local laws and regulations as well as Molina's policies regarding payments of wages, tax withholding, garnishments, and employee elected deductions.â¢ Ensure taxes and other required government withholdings are executed, collected, deposited and reported on a timely basis to federal, state, and local authorities in a secure manner.â¢ Coordinate year-end tax activities including adjustments to tax withholdings, submission of IRS employer reports, and distribution of wage and tax statements to employees.â¢ Perform research and analysis of current tax issues (i.e. global payroll initiatives, cell phone stipends, company provided vehicles, relocation compensation) and propose and implement appropriate solutions.â¢ Develop, maintain and regularly assess internal controls for payroll processes and related payroll software systems. Ensure internal controls and SOX narratives and controls are correct and comprehensive. Ensure compliance to SOC-1 audit control objectives relating to our service providers.Qualification:
Job QualificationsRequired Educationâ¢ College Degree Required (Bachelor or Associate).Required Experienceâ¢ Must have 10+ years of progressive payroll management experience in a large complex multi-state corporation including Puerto Rico.â¢ Must have 5+ years of management experience and experience in implementing and/or managing a large multi-state payroll provider.â¢ Experience with full scope of Kronos Time & Attendance software and JDE payroll software.â¢ Understanding of federal, state and local hourly and salaried timekeeping rules/regulations, related to overtime and shift differentials.â¢ Working knowledge of relevant federal and state wage and hour laws.Required License, Certification, Associationâ¢ Certified Payroll Professional (CPP) credentials required.Preferred EducationBachelor's DegreePreferred ExperienceAmerican Payroll Association memberTo all current Molina employees\: If you are interested in applying for this position, please apply through the intranet job listing.Molina Healthcare offers a competitive benefits and compensation package.
