Market Design Lead
This post is one of three Design Leads responsible for the design that underpins the Non-Household water market. This post provides insight and leadership on the development of improvements to the market rules, enabling the competitive retail water market to operate and evolve for the benefit of end customers.
The incumbent will be a subject matter expert (SME) on industry change mechanisms, the Wholesale Retail Code (particularly its Market Terms) and the interactions of the market rules, industry processes and central system functionality.
Scope of job
The job-holder is responsible for leading projects to investigate and resolve specific issues or potential improvements. This includes working with industry groups and forums, identifying issues, developing MOSL positions on key matters and working with the wider MOSL team to develop and agree resolution actions.
Each of the three Design Leads has a primary area of responsibility (Regulation and Policy, Water Operations, and Market Terms) but each should have or develop knowledge across all aspects of the Wholesale Retail Code and the water market.
Role Profile and Job Specification
As a subject matter expert, the job-holder is responsible for leading the Market Design input to the Design Authority with our service providers as well as the provision of support to colleagues across the business on the design, development and assessment of changes to market rules.
This role has no direct reports, however, the job-holder is responsible for task management of analysts that are assigned to support particular projects which the job-holder is managing.
The role requires the job holder to work effectively with colleagues across MOSL and its service providers, including MOSL's Senior Leadership Team and managers (particularly in relation to the central market systems). The role also requires close working with water companies, industry committees and regulators such as Ofwat.
Key accountabilities (operational, financial and people)
*Providing subject matter expert insight and support on the design and assessment of changes to market rules: analysing issues, impact assessing proposed changes and providing expert input on design queries and operational processes;
*Ensuring alignment of business requirements with technical solutions;
*Designing, chairing and facilitating workshops with key stakeholders;
*Building effective networks of influence and relationships across MOSL's stakeholders to ensure maximum engagement;
*Providing advice and thought leadership on code compliance issues and the market terms processes, principles, protocols and standards (including associated subsidiary documents and central system design matters) with our stakeholders;
*Leading market issue investigations and improvement projects;
*Representing MOSL at market, industry and wider forums and events; and
*Developing and using various tools to build operational terms knowledge across MOSL and the market.
