JOB SUMMARY: The Superintendent supervises laborers and equipment operators in water and wastewater maintenance. Assists with work when necessary. This position is in the classified service of the City, requires a six-month probationary period, and is covered by the Fair Labor Standards Act. JOB DUTIES: Plans and directs work, assigns necessary personnel and equipment. Requisitions equipment and materials. Instructs employees on the type, size, and placement of signs/barriers needed on work sites, in accordance with the ODOT Uniform Manual of Traffic Control. Inspects works while in progress and upon completion to determine if all projects are satisfactorily completed. Trains employees in proper procedures for maintenance and repair work and in operation of equipment and safety procedures. Conducts employee performance evaluations. Prepares reports, maintains records and makes field corrections to the distribution system maps. Recommends equipment purchases, processes purchase orders and vouchers. Holds first-step grievance hearings and writes response. Issues appropriate discipline, if needed. Attends staff meetings, pre-construction meetings, and grievance hearings, as required. Administers the backflow prevention program, tests, installs, repairs and inspects backflow prevention devices. Reviews plans and specifications to assure proper water line size, fixture loads and insures the required backflow prevention devices are being installed. Performs duties of equipment operator and/or laborer, if necessary. Performs duties of Water or Sewer Collection Plant Managers as needed. Assumes other responsibilities and performs other related duties as needed. JOB SPECIFICATIONS & QUALIFICATIONS: Meet the attendance requirements of the position, including being on-call 24 hours a day, 7 days a week. General knowledge of water distribution systems, sewer collection systems, methods, tools, equipment, materials and the associated hydraulics. Knowledge of the working characteristics of various materials used to maintain and repair water distribution and sew collection systems. Read blueprint drawings of projects. Operate heavy-duty equipment including, but not limited to, tractor, dump truck, backhoe, and rear turn mower, front-end unloader. Knowledge of applicable training methods and safety procedures. Good organizational, interpersonal, written, and verbal communications skills. Obtain and maintain a valid Ohio Commercial Driver's License within the six-month probationary period. Must have an excellent driving record. Obtain confined space entry supervisor training within one year of date of hire. Possession of an OEPA Class II distribution system license or equivalent. Possess a valid Ohio EPA Class II Water Distribution Certificate. Possess a valid Ohio EPA Class II Sewer Collection Certificate. Must be certified in backflow prevention-cross connection control by the Operator Training Committee of Ohio. Five years prior experience as a skilled worker or heavy equipment operator. A minimum of two years' experience as a foreman/crew leader. The Village may consider any other equivalent combination of training and experience which provides the required knowledge, skills, and abilities.
A background check and post-offer medical exam are required. First Aid and CPR certification must be obtained at the time of the next available class.
