CLASS TITLE: ASSISTANT ENGINEER NATURE OF WORK:
Work involves preparing engineering plans and specifications for road-related construction or maintenance projects and serving as project engineer on construction projects. Work is performed according to IDOT standard specifications and plans, AASHTO design guide, professional engineering standards, County policies and union contract, and verbal/written instructions from the County Engineer. Work is reviewed for accuracy and thoroughness of engineering plans and specifications and construction inspection work. ESSENTIAL FUNCTIONS: Designs engineering plans and specifications for road and bridge construction and maintenance projects; oversees the work of survey crews. Serves as project engineer for road and road-related construction and maintenance projects undertaken by contractors and county road maintenance personnel; directs and coordinates the activities of engineering technicians. Inspects and supervises the inspection and testing on construction projects including material testing, construction procedures, project design, safety and traffic control, and construction staking; inspects bridges and culverts for weight limits and load restrictions; calculates and determines ROW needs for projects. Communicates and negotiates with landowners on ROW purchases and temporary construction easements for construction and maintenance projects. PHYSICAL DEMANDS AND WORKING CONDITIONS: Work is performed indoors, and outdoors for extended periods of time under a wide variety of weather conditions. Work requires walking or climbing on uneven surfaces, standing for extended periods of time, lifting and moving concrete test beams up to 130 pounds. Work in the field exposes the employee to hot and humid or cold and windy weather, vehicle traffic around roadways, cranes swinging overhead loads, and sunshine for extended periods of time. Protective equipment such as hard-hat, gloves, ear plugs, safety glasses and steel-toed shoes are worn in the field. APPLICANT PREREQUISITES: Experience with the design and construction inspection of public roads; graduation from college with a degree in civil engineering, preferably supplemented by a professional engineer's license; or any equivalent combination of training and experience that provides the following knowledge, skills, and abilities. Knowledge of the principles and practices of professional civil engineering and skill in their application to road construction and maintenance projects. Ability to plan, direct, and evaluate the work of technical engineering personnel. Ability to work outside in a variety of weather conditions and walk safely on rough terrain. Ability to establish and maintain effective working relationships with supervisor, co-workers, and the public. Ability to accurately inspect construction for conformance with engineering plans and Ability to deal courteously and tactfully with contractors and the public. Physical strength, agility, and dexterity required to perform field work. Possession of a valid driver's license, proof of insurability, and safe driving record.
