Air Pollution Control Officer/ Executive Officer Ventura County is located on California's "Gold Coast" approximately 35 miles northwest of Los Angeles and 20 miles southeast of Santa Barbara. The Air Pollution Control District is classified as a Special District within the County of Ventura agencies. Division 26 of the California Health and Safety Code establishes the District's structure, operating procedures, and authority. The District provides a full range of air pollution control activities, including permitting, facility inspection, air quality attainment planning, rulemaking, air quality monitoring, and incentive programs. The Air Pollution Control Officer (APCO) works at the pleasure of the Ventura County Air Pollution Control Board, follows general policy guidance and general administrative direction, and provides leadership to staff. The position is responsible for the management of Ventura County's Air Pollution Control District (VCAPCD) and the development and implementation of strategies to attain state and federal ambient air quality standards. The APCO leads the efforts of air quality, air pollution and climate change; translates goals and objectives into programs and enforceable regulations that meet federal and state statutory requirements, while being sensitive to potential socioeconomic and environmental justice impacts. THE IDEAL CANDIDATE · Will be a dynamic, articulate, results-oriented leader with excellent communication skills necessary to develop and maintain strong professional relationships. · Will demonstrate the ability to harmonize criteria pollutant, air toxics and greenhouse gas emission reduction strategies and programs. · Will also demonstrate very strong administrative ability in the areas of management, public finance, personnel, and organization skills. · Will be a courageous leader able to negotiate difficult political waters, while remaining focused on organizational goals and being apolitical. · Provide leadership, guidance, and support for staffing, public and media relations, administrative effectiveness and efficiencies, organizational best practices concerning air pollution matters. · Inspire staff confidence and trust based on honesty, collaboration, and high integrity. MINIMUM REQUIREMENTS Bachelor's degree in environmental science, engineering, business administration or a related field. An advanced degree would be desired. · A minimum of five (5) years in air quality and related technical program and activities. · A minimum of five (5) years of experience managing preferably within a public agency. · Demonstrated experience directing budget, personnel, fiscal and other administrative functions in a large scale, public sector environment. · Proven ability to effectively communicate with public officials, industry representatives, civic groups, residents, and other groups.
