Qualifications
- Chartered Surveyor: MRICS - passed or pending
- Property Related Degree (RICS) - passed
Reporting to the Estates Manager, this role is an important part of the Met Office Property Management team with responsibility to manage the Met Office estate to support the business requirements of the organisation and ensure effective delivery of Property Management objectives and targets. Working with the Estates Manager this role supports the development and implementation of the strategic management of the Met Office property portfolio to deliver an estate which meets all relevant compliance and Met Office business requirements, providing the right accommodation and estate solutions in support of all teams across the organisation.
Responsibilities:
- Support the Estate Strategy - understand strategic business drivers and contribute to development of strategic asset management plans & estates strategy.
- Property Portfolio Management - manage landlord/tenant relationships to complete efficient and timely rent reviews, lease renewals, licences, MOTO's, and MOU's. Implement the estate portfolio strategy, maximising performance, and optimisation of the portfolio, ensuring estate managed in accordance with required compliance standards, including Government Functions Standard. Provide operational, project estates advise and take a lead in the estates input where required.
- Acquisitions and Disposals - support Estates Manager with identification, appraisal and acquisition of temporary and permanent sites and disposals strategy, including obtaining investment approval and maintain reputation as source of property expertise with clients and colleagues.
- Property Data Management and reporting - knowledge of property data management systems (Propman; e-PIMS/InSite) and Government Data Standards and support Estates Manager with maintaining and updating systems, including compliance with Cabinet Office estates data commissions where required.
- Cost Management - assisting and support Estates Manager and Finance Business Accountant with estate portfolio cost information including IFRS reporting and budgeting. Manage approval of invoices and use of Government Procurement Card in accordance with the relevant guidance.
- Stakeholder Engagement - build partnerships and maintain good relations with key internal and external stakeholders and professional advisors (legal, MoD; BEIS, GPA) together with other professional networks, inc. public & private sectors.
- Planning & Development - advise on feasibility of planning permission and impact of planning policy and oversee all planning applications in support of business and Met Office Safeguarding consultation reviews and responses.
Skills and Experience
- Relevant professional estate management qualification (RICS accredited degree, AssocRICS) and relevant experience with working on a diverse estate.
- The ability to work as part of a team, collaboratively and effectively to drive continuous improvement.
- An agreed approach to work and proven ability to prioritise effectively and use your own initiative to achieve tasks amongst competing demands.
- Customer focused and able to demonstrate excellent networking skills with the ability to build relationships effectively with internal and external stakeholders.
- Good communication and negotiation skills with the ability to present conclusions and proposals clearly and concisely in writing and verbally.
- Personal drive and desire to complete work in an effective manner and innovative/creative manner.
- Evidence of relevant continuing professional development.
Desirable
- A broad understanding of the nature, purpose and structure of the Met Office
- MRICS or have commenced/part way through the RICS Assessment of Professional Competence.
- Experience of Government Estate management
