TITLE: Director of Operations - For Profit Services

REPORTS TO: CEO

VIA JOB DESCRIPTION

General Purpose:

The Director of Operations is responsible for overseeing the operation of our for-profit divisions of transportation services (currently HOP, Flex Ride, and Access-a-Ride) along with the Facilities and Maintenance Department. The Director of Operations performs administrative duties in the planning, direction, control and evaluation of those transit operations and programs.

Essential Duties/Responsibilities:

The essential functions of the position include, but are not limited to, the functions outlined below. Management retains the discretion to add-to and/or change the duties of the position at any time, as necessary.


General Responsibilities:

  • Oversee earned income contracts with for-profit mission services (City of Boulder, RTD, CU and any other future service contracts) and ensure compliance with all contractual service requirements.
  • Oversee supervision of Access-a-Ride, HOP, and Flex Ride division s
    • Monitor and evaluate operational systems, processes and implement policies in support of the organization's mission.
    • Facilitate management reporting, information flow to management, business process and organizational planning.
      • Assist in the preparation of the annual budget, annual operational goals and objectives.
        • Participate in short term and long term strategic growth planning for the organization.
      • Make recommendations for service/fleet expansion to meet unmet transit needs and oversee the implementation of new transportation services as needed.
        • Insure financial stability of service programs including cost, efficiency, and funding resources evaluation.
          • Plan and implement operational objectives consistent with organization direction and goals; make operational decisions on specifics and keep management informed by effective communication tools.
          • Identify and evaluate new transit opportunities for the organization, insuring they are in line with our mission.
            • Participate in leadership, manager, driver and supervisor meetings.
            • Represent Via and be involved in the transit community.
            • Participate in Union contract negotiations.
            • Assist in development and implementation of transit coordination projects.
              • Collaborate closely with leadership tea m, including the Board of Directors.
              • Other various duties as required.

Qualifications:

  • Bachelor's degree in related field, master's degree preferred.
  • Minimum of ten years of demonstrated success in public or private transit systems with an emphasis on experience in the operation and enhancement of community transit services or relevant combination of experience and education.
    • Minimum of five years of supervisory experience and proven written and oral communication skills.
    • Thorough knowledge of the function, organization and methods of operation of transit agencies and the basic laws and regulations underlying transit operations.
    • Experience with multiple constituencies - employees, unions, government, and non-profit clients and public ridership.
      • Outstanding leadership and people management skills.
      • Familiarity with National Transit Database requirements and federal transit rules and regulations preferred.
        • Ability to build effective relationships, negotiate and handle labor arbitration and contracts.
          • Experience in analytics and complex problem solving.
            • Proven ability to establish and maintain effective working relationships.
            • Demonstrated supervisory skills.
            • Thorough knowledge of occupational hazards, safety and training procedures.
              • Non-profit experienced preferred.


Via is seeking a Director of Operations who is responsible for leading Via's for-profit transit divisions He/she will guide and lead the daily operation of the services in compliance with the contract and policies of the client agency and Via's company policy and procedures. This position will have responsibility for daily performance with a focus on P&L; labor and client relations and other senior level management.

Responsibilities include, but are not limited to

  • Oversees and leads managers and supervisors of the Access-a-Ride, HOP and Flex Ride divisions.
    • Ensures contract requirements are met.
    • Responsible for all aspects of customer service, operations, financial results, people, maintenance and safety for multiple divisions.
      • Monitors area closely, including daily, weekly and monthly reporting and reviews.
      • Sets expectations for safety, financial performance, employee/labor relations and client relations.
      • Ensures safety regulations are being observed and all training methods are contractually and legally compliant, up to date and effective.
        • Develops and manages talent, including hiring, coaching and workforce planning.
          • Performs contract negotiations and development of policies and procedures.

Talent Requirements

  • Must have minimum 10+ years of operations management experience in transit operations.
  • Experience in working with local governments or municipalities are a key to success in this role.
    • Bachelor's degree in related field, Master's degree preferred.
    • Must have superior writing skills and excellent computer skills including strength in Microsoft products with strong Excel skills a major plus.
      • Excellent verbal communication skills, including presenting and speaking in front of groups.
        • Must have strong financial experience with creating budgets, P&L; and more.
        • Must have strong leadership and mentor ship skills.
        • Must understand how to work with multiple constituencies - employees, unions, government clients and public ridership.
          • Must have experience managing in a union environment.

  • Non-profit experienced preferred.
