We are recruiting for a Senior Consultant (possibly Consultant depending on experience) to support the growing portfolio of projects within our Local Environment Team. You will work predominantly with local authorities to provide consultancy services during the procurement of waste collection, street cleansing, and other environmental services, including waste treatment and processing.
You will also support local authority clients in making green procurement decisions aligned to their ambitions for carbon neutral operations. This may typically involve a review of local authorities' procurement and commissioning strategies to identify existing gaps against their climate change and circular economy ambitions, leading to the development of actions plans and practical toolkits that local authorities can use to improve their procurement decisions to reduce the carbon impact of their spend.
The main focus of your work will involve:
Leading on procurement project implementation including: management and delivery of preliminary market engagement; development of business case and procurement strategy; production of procurement and contract documentation; evaluation of submissions; production of evaluation reports; support with contract award activities;
Supporting with the delivery of contract negotiation with the market on behalf of clients;
Advising clients in how to achieve procurement policy goals relating to climate change and sustainable consumption and production;
Undertaking technical research.
You are ideally an experienced:
Environmental Waste and resource management professional, with good subject matter knowledge and the desire to strengthen your procurement knowledge; and/or
Procurement professional, with good subject matter knowledge and the desire to strengthen your knowledge of environmental issues.
You will be flexible, comfortable under pressure, have a strong work ethic, and feel comfortable simultaneously leading and delivering a number of projects and bids under pressure. You will overcome project challenges through creative solutions. You will be a self-starter, highly organised, and share our commitment to a high quality of work. A personal interest in, and commitment to, environmental and sustainability issues is expected.Essential Criteria:
Experience in roles where you have:
o engaged with issues in waste and resources management or more widely environmental issues; and/or
o managed projects with a strong procurement element;
Strong technical understanding of:
o environmental issues, including waste and resources management; and/or
o public procurement and the application of the Public Contracts Regulations 2015;
Demonstrable experience of working on projects to time, budget and client satisfaction;
Excellent ability to produce written reports and strong attention to detail;
Excellent stakeholder management and verbal communication skills, with the ability to influence, persuade and negotiate for the successful delivery of outcomes.
Experience of consulting to local government or experience of working within local government;
A project management qualification or accreditation (e.g. PRINCE2 or MSP, APM membership);
Relevant professional membership (e.g. IEMA, CIWM, CIPS);
Experience of having contributed to successful business development activity.
Remuneration and Benefits
A competitive salary with excellent benefits (including Private Healthcare which includes dental provision , EAP, Death in Service scheme, Group Pension, Income Protection Scheme (after completion of probationary period). 24 days holiday per year (plus Bank Holidays) rising by 1 day each year to 30 days per year and the option to buy up to five more days annual leave.
