GCS, Inc. has an exciting opening for a Financial Management Specialist to support our Intelligence client in Bethesda, MD or Tyson's Corner, VA! This position will assist in leveraging public sector and government financial management expertise to help analyze the current Financial Management Structure and develop financial management improvements.
Position Description:
Develop and evaluate standard business processes for implementation across the IC, including a baseline for detailed projects, tasks, and timelines
Develop for publication financial management policies and procedures for the IC; including standardizing accounting codes and practices, identifying best practices, and establishing a resource reference library
Recommend improvements in financial management, data integrity, internal controls, tracking, and financial reporting to benefit ODNI and IC Components, including support to facilitate the implementation of the IC Information Technology Enterprise
Evaluate and assess IC Components'business cases to ensure compliance with ADNI/CFO Enterprise Services Capability Plans
Cross-walk financial data from various core financial and feeder systems to the Common Government-wide Accounting Classification (CGAC) structure to support business intelligence and analytics
Support the ODNVCFO's interaction with the ODNI Inspector General, the DOD Inspector General, and the IC Component's Inspector General or Independent Public Auditors (IPAs)
Provide advice on specific financial management improvement and accounting issues through "white papers" and briefings
Assist the Director, Financial Management Division (as chair of the Accounting Standards Working Group) in identifying or assessing alternative methods of accounting implemented throughout the IC (i.e., evaluate proposals to deviate from accounting standards, and recommend accounting approaches for further considerationby the OMB, American Institute of CPAs (AICPA), Federal Accounting Standards Advisory Board (FASAB), and other authoritative bodies)
Develop a strategic communication plan and prepare general correspondence for distribution to Congress, OMB, DoD, and other Senior Executives
Required Knowledge, Skills and Competencies:
Must possess a current, active TS/SCI with CI Polygraph
Minimum of 5 years of experience with the Federal Government with at least 3 years of experience working with one or more of the Intelligence Community members
Proven experience working with the Defense Finance and Accounting Service (DFAS) or financial management experience in DoD (experience within IC and DFAS need not be concurrent but must equate to at least 5 years)
Education/Training Required:
Bachelor's degree in business, accounting, finance or economics
Licensed Certified Public Accountant , Certified Government Financial Manager (CGFM) or Certified Defense Financial Manager (CDFM)
