We are recruiting for a Principal Consultant to support the growing portfolio of projects within our Local Environment Team. Reporting to the Market Area Lead, you will work predominantly in the areas of waste procurement leading multiple projects simultaneously, working predominantly to support UK local authorities in a diverse range of activities.
Examples of Projects you may lead include:
Procurement of waste collection, street cleansing, and other environmental services, including waste treatment and processing. Within these projects you will take on the role of Project Director, Technical Lead and/or Lead Negotiator.
Leading contract negotiation with the market on behalf of client, both within procurement projects and also as part of dispute processes.
Review of the service commissioning options available to local authorities at the end of their current contract, or as a result of early contract termination.
Development of developing waste strategies in response to new legislation.
Supporting the implementation of new collection schemes.
In addition to project delivery work, you will also lead business development and sales activity across Local Environment procurement work.
At least eight years' experience in roles where you have provided project and technical direction to teams undertaking similar projects to those described above.
Strong technical understanding of:
o environmental issues, including waste and resources management.
o public procurement and the application of the Public Contracts Regs 2015.
Demonstrable technical or project leadership in at least two of the following areas:
o Comparing household waste collection options.
o Local authority waste strategy.
o Implementation of new waste collection services.
o Waste transfer station and/or HWRC policy or design improvements.
o Waste service efficiency improvement.
o Impacts of partnership working in waste collection/treatment.
o Commercial waste services; and
o Waste treatment and sorting.
Excellent ability to produce written reports and strong attention to detail.
Excellent stakeholder management and verbal communication skills, with the ability to influence, persuade and negotiate for the successful delivery of outcomes.
Demonstrable experience of consulting to local government or experience of working within local government.
Demonstrable experience of having successfully led business development activity, including proactive business development and responding to tender documents.
Relevant professional membership (e.g. CIPS, CIWM).
Project Director experience, including experience of managing technical
project teams and leading multi-functional teams.
Project management qualification or accreditation (e.g. PRINCE2).
Ability to define an existing sales pipeline of opportunities appropriate to Eunomia
Hours of Work: Full time, but flexible working patterns considered.
