Role: Senior Commercial Policy Advisor

Location: Leeds or Manchester - (2 days/week on site)

IR35: Inside

Rate: £550/day (Umbrella)

Duration: 6 months

Minimum Requirement:

  • This is an exciting opportunity to support the design and delivery of a new commercial control framework, governing spend across a key Ministerial department.
  • Review and refresh the skills assessment tool in line with current and future skills and knowledge requirements.
  • Work closely with the 3 policy/capability leads to understand future planned changes, enabling us to pre-empt future skills required.
  • Work with the capability lead to undertake a skills assessment across the commercial teams and to identify and impact those gaps.
  • Work with key stakeholders across the commercial support and category teams to identify awareness and knowledge required by key stakeholders to ensure the department achieves the best outcomes from its procurement, contract and supplier management activity, eg, stakeholder knowledge of building social value into contracts, evaluating sustainability plans etc.
  • Work with the policy and capability leads to develop a capability offer that addresses gaps but maximises sign-post to central offers, re-use of material from other departments or re-se of internally produced material, eg video awareness session library.
  • Design and deliver internal masterclasses and stakeholder awareness material where applicable.
  • Review the success or otherwise of the capability programme and take forward any feedback/lessons for further iterations of the capability offer.
  • Work with the recruitment team to provide insight around current skills gaps and future requirements to support them to bring in the most appropriate skills and experience.


  • Ability to design and lead skills assessment activity.
  • Ability to draft capability strategies and develop L&D plans.
  • Understanding and confidence to challenge and influence central capability offers - shaping them to meet needs.
  • Excellent stakeholder management, communication and influencing skills.
  • Ability to confidently facilitate strategy workshops, capturing feedback and using to support development of the overarching capability strategy.
  • Quickly grasp complex commercial policy and facilitate or deliver capability sessions to a variety of commercial and wider stakeholders.
  • Role-model inclusive behaviours, respecting diverse experience and skills and prioritises continuous self-learning and development.
  • Prior experience of developing and implementing capability assessment and strategy.
  • Experience of delivering technical commercial capability sessions/masterclasses.
  • Project management experience.
