Hours: 37 a week

To lead and manage construction projects and programmes that are high value, complex or sensitive ensuring that they are delivered to the time, budget and quality requirements of the client.
•Be customer friendly, efficient and connected in how you work; make the most of modern technologies, workspaces and ways of working to provide a customer focused and efficient service, and bring forward ideas for service improvement.
•Manage and deliver construction projects and programmes using the corporate project management methodology and best practice to ensure that projects meet the time, budget and quality requirements of the client. The projects would be high value (up to £40m), complex or sensitive.
•Set up effective project governance and produce project management documentation for all projects to enable effective project delivery and reporting.
•Identify, assess and manage project risks and issues including the use of change control, the development of contingency plans and exception reporting. Ensure lessons learned are reviewed and used to improve service delivery. Provide support to other Project Managers on risk mitigation and issue resolution.
•Create, allocate and co-ordinate project tasks and work packages. Matrix manage officers that are working on the project but are managed by other mangers in the Council.
•Assist clients to define their requirements in sufficient detail to enable the project to be specified, designed and tendered. Undertake stakeholder engagement and produce Communication Plans for all projects to enable effective delivery and achieve high levels of customer and stakeholder satisfaction.
•Administer contracts on high value and complex projects from tender award to end of defects. Work with construction experts, Clerk of Works and Quantity Surveyors and ensure the contractor delivers the works in accordance with the specification and contract. Be responsible for ensuring corrective action is taken by the contractor if their performance is lacking or if there are risks and issues relating to project delivery. Undertake formal actions relating to disputes, mediation and adjudication if required.
•Ensure that projects are delivered in line with relevant legislation and regulations, including Health and Safety.
• Be responsible for the project budget, including monitoring and forecasting project spend, making decisions within agreed tolerances and financial reporting.
•No direct line management responsibility.
•Management of contractors.
•Management of projects with individual project budget of in the region of £10m - £40m
Degree level education or equivalent in a construction related subject, e.g. Construction Technology, Building Surveying, Quantity Surveying and/or full membership of a professional construction related organisation.
