Head of Operational Estates

An organisation based in the North West of England is currently looking for a Head of Operational Estates on a permanent basis.

Key responsibilities will be to:

Take the lead on the provision of an effective programme of Planned Preventive Maintenance (PPM) across the estate, as well as Reactive repair works, proactive risk management, Estates asset management (including life-cycle planning), elimination of critical backlog maintenance, and the undertaking of condition and statutory compliance surveys
With a strong focus on statutory and mandatory healthcare compliance, the service will provide patients, staff and visitors with a safe and suitable environment by meeting Health & Safety and other appropriate standards, including the requirements of the Health Technical Memorandums (HTM's), other NHS technical guidance and the relevant British and European standards
Ensure the efficient and effective use of the Trust's resources with robust financial management and budgetary control that is in accordance with the Trust's Standing Financial Instructions (SFI's), plus there will be the need to achieve the Trust targets set for cost improvement, whilst seeking to maintain appropriate quality standards.
Provide expert specialist and professional engineering and building advice to other estates staff, directors, senior management of the Trust and external agencies, which includes undertaking Authorised/Responsible Person responsibilities in relation to specified specialist systems and facilities.

A successful candidate will have:

Masters Degree or equivalent extensive relevant experience
Extensive estates operational experience within a Healthcare environment
Experience of managing professional and technical staff
Experience of managing large staff teams, managing contracts and contractors
Experience in development of monitoring systems, policies and procedures
Evidence of budgetary management skills
Computer literate in Word, Excel, Power Point and AutoCAD
Tendering and contract services, including the management of contractors and quality assurance
Specialist knowledge of Capital, Estates and Facilities legislation and statutory, mandatory and best practice
Have the ability to co-ordinate a number of activities being undertaken by the Directorate and plan service workloads to achieve Directorate and Trust objectives.
