### Qualifications

**SPECIALIZED EXPERIENCE:**

**GS-05:**

I have four year course of study leading to a bachelor's degree.

**OR**

I have three years of general experience which is equivalent to at least a GS-04.

**GS-07:**

I have successfully completed one full academic year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position

**OR**

I have a bachelor's degree in education or a subject area related to the position and am claiming Superior Academic Achievement.

**OR**

I have one year of specialized experience at the GS-05 level which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

**GS-08:**

I have two years of progressively higher level graduate education leading to a master's degree or master's degree or master's or equivalent graduate degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

**OR**

I have one year of specialized experience at the GS-07 level which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

**GS-09:**

I have two years of progressively higher level graduate education leading to a master's degree or master's degree or master's or equivalent graduate degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

**OR**

I have one year of specialized experience at the GS-07 level which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

**GS-10:**

I have three (3) years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position.

**OR**

I have one year of specialized experience at the GS-09 level which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

**GS-11:**

I have three (3) years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position.

**OR**

I have one year of specialized experience at the GS-09 level which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

**KNOWLEDGES, SKILLS, AND ABILITIES (KSA)**
1. Knowledge of child development regulations, procedures, processes and practices.

2. Knowledge of health, safety, and sanitation regulations and procedures for working with young children.

3. Ability to develop creative and innovative activity plans and special program plans and manage a classroom of young children.

4. Ability to carry out plans and activities to enhance the development of children and adjust work operations due to changes in program or plans.

5. Skills in communicating effectively both orally and in writing using tact and courtesy.

6. Skill to lead others in work assignments.

**PART-TIME OR UNPAID EXPERIENCE:**Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

**VOLUNTEER WORK EXPERIENCE:**Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

### Education

**IF USING EDUCATION TO QUALIFY:** You **MUST** provide transcripts to support your educational claims. Education must be accredited by an accrediting institution recognized by the U.S. Department of Education.

**FOREIGN EDUCATION:** Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program. It is your responsibility to provide such evidence when applying.

These positions are being filled under the Temporary Direct-Hire Authority (DHA) for Childcare Services Providers for Department Child Development Centers (CDCs) authorized under Section 559 of the National Defense Authorization Act for Fiscal Year (FY) 2018. Positions covered under this DHA are qualified childcare services providers, which is defined as individuals who directly provide childcare services for dependent children of members of the Armed Forces and civilian employees of the DoD in CDCs on Department Installations, in the 1701 and 1702 Occupational Series at GS-2 through GS-11 (or equivalent pay grades), in the competitive service. Appointments under this authority may not be made after 30 September 2021 unless extended by future legislation.
