Our client, a Central Government Executive Agency, has a temporary vacancy for a senior HR Manager to support and provide advice to the agency's senior management team and its HR Team on the full of HR-type issues. The HR team provides a highly tailored business support service to the agency. Reporting to the Chief Operating Officer the post holder would be responsible for advising the agency on reorganising small-medium sized teams (5-50 staff) with minimal disruption to the staff or business operations. The role provides an excellent opportunity to support and develop a hard-working HR team in a public sector organisation with mission-critical objectives. The role requires SC Clearance.

Key Responsibilities

  • Supporting the reorganisation and restructuring of small-medium sized teams with minimal disruption to the staff or business operations;
  • Providing advice on restructuring including design, staffing, legal implications and implementation;
  • Supporting the organisation on its remuneration, recruitment and retention strategy and assist with any ongoing project in this area;
  • Providing advice and guidance to the agency management team on all HR related and wider management issues.
  • Providing solutions to support the achievement of organisational objectives;
  • Reviewing and developing as required appropriate HR policies and practices to support the agency specific business needs;
  • Ensuring the effective delivery of performance management arrangements;
  • Ensuring effective recruitment arrangements that meet the needs of the agency and also the requirements of the Civil Service Commissioners' Recruitment Code;
  • Providing advice and guidance to managers and staff on all terms and conditions-type issues;
  • Contributing to effective consultation and communication arrangements with staff, including supporting the agency's Staff Council;
  • Developing appropriate training and development opportunities for staff and monitoring their "added value" and effectiveness;
  • Providing management information to the agency's senior team and to other government departments.
  • Ensuring regular management reporting on HR issues and maintaining accurate personnel records which meet Data Protection legislation provisions;
  • Providing a "hands-on" approach for all HR tasks
  • Maintaining Investors in People accreditation;
  • Supporting and encouraging equality of opportunity in employment;
  • Complying with all aspects of the agency's Health and Safety Policy;
  • to be aware of the agency's Business Continuity Planning (BCP) office wide arrangements and to undertake responsibility for maintaining the HR BCP Team plan;

Key Skills/Experience

  • Ideally Chartered MCIPD qualified or working towards achievement of Chartered MCIPD
  • Strong experience in reorganising and restructuring (small-medium sized) teams (5-50 staff);
  • Must be familiar with all aspects of restructuring from design, staffing, legal implications and implementation;
  • Must be able to achieve buy-in of the staff and the organisation;
  • Must have excellent technical and interpersonal/people skills
  • Must operate at the highest levels of personal values (integrity, confidentiality, empathy).
  • At least five years' generalist HR experience (in a government department or agency would be an advantage) including HR policy formulation and wide experience of the practical application of employment law.)
  • Leadership experience in a broad-ranging HR role
  • Should have familiarity with financial services and also Civil Service type environments
