Leasehold Income Team Manager

An exciting opportunity has arose working in Hammersmith and Fulham as a Leasehold Income Team Manager, this will require the individual to lead a team of three staff to manage the associated budgets and responsible for maximising collection and recovery of freehold and leasehold service charge arrears owed.
Your key duties within the role will include the following:
-The delivery of high quality payment collection and income advice services to residents; finding the balance between offering payment plans to support residents whilst addressing shortfalls in income
-The timely collection of all service charges including major works in accordance with prevailing legislation
-Interpreting the effect of external influences on future requirements of the service and carrying out any actions required
-Ensuring that customers are provided with clear, customer focused, additional supporting information on a timely basis as required
-To ensure that all service charge debt including that for major works invoices is collected in a timely manner ensuring that service charge bills in arrears are escalated for the appropriate action
-Ensuring customer service is maintained , always finding the best repayment option
-Overseeing all negotiations leading to agreements to pay
-Overall responsibility for bad debts and write offs
-To represent the council at tribunals and in court
Managing and Developing the Service
-Continually develop and improve systems and processes to provide an efficient customer focused service including interpreting the effect of external influences on future requirements of the service
-Carry out monthly quality and compliance audits of individual service charge accounts to ensure Officers are applying correct policy and procedure decisions
-Ensure that team members understand how they contribute to achieving corporate targets and promote engagement through personal example, recognition and communication in order to enable everyone to make the best possible contribution
-Analyse and report on key performance indicators within the team
-Advise, prepare reports and make recommendations to the Head of Housing Income, Directors and other relevant Officers on matters concerning Leasehold and freehold service charge collection
-Commitment to safeguarding and the ability to identify and flag up potential issues
-Work in partnership with Tenancy and Anti-Social Behaviour Team to ensure effective cross team working
To be considered for this role you must have experience and an understanding of debt collection/arrears recovery in a housing environment and in management positions. A in depth knowledge of pertinent landlord and tenant acts, housing acts and how they relate to this job role. A successful record of managing a team to drive effective performance and service as well as developing effective working relationships and influencing others.
This is a contact starting ASAP up to 29th March 2019, working 36 hours per week, Monday to Friday.
