UC San Diego Health Moores Cancer Center unites cancer research and patient care to provide the most advanced and effective treatments for cancer patients in San Diego. Cancer services span the region, with both inpatient and outpatient presence to serve communities in need with over 5,000 unique patients served in the last year.. The Associate Chief Financial Officer, Moores Cancer Center reports directly to the Chief Administrative Officer of Oncology and Radiation Therapy Services, and is also accountable to the CFO of UC San Diego Health and the Assistant Vice Chancellor, University Controller. The Associate Chief Financial Officer is also a key member of the Cancer Center Leadership team and is responsible for developing and managing a comprehensive budget for Oncology including all sources of funding (Medical Center, Physician Group, Medical School, Philanthropy, Clinical Research and Contracts and Grants.).. The Oncology financial portfolio consists of $600M in total net revenue, with $500M in hospital revenue, $60M in research, $40M in the Department of Radiation Medicine and Divisions of Hematology Oncology and Blood and Marrow Transplant, and $15M in gifts/endowments and other funds. This position combines clinical care and research as well as hospital and academic activities to provide strategic financial management for the entirety of the oncology business in collaboration with senior leaders across the institution.. Key Responsibilities. * Manages all Cancer Center funds and develops a systematic method for analyzing Cancer Center financials as an integrated whole.. Develops integrated financial plans and analyzes the Oncology Program's short and long-term financial position as a standalone entity and as part of the Health System.. Proactively manages oncology operating and capital budgets, including long-range financial projections.. Initiates and supervises on-going development and improvements to the fiscal systems for the clinical, academic and research-based funding, including budget analysis, financial forecasting and resource allocation.. Responsible for cancer center performance management, including established targets for staffing benchmarks and productivity.. Oversees clinical research fiscal operation, including clinical trials office.. Partners with Advancement on establishing fundraising priorities and fund management.. Ensures financial statements and operational reports are timely and accurate.. Interprets financial results and develops recommendations for the management team.. Identifies financial operational problems and performance improvement opportunities, as well as new program needs, and prepares and implements solutions.. Develops, implements and maintains performance standards, measurements and instruments that effectively review and appraise the soundness, adequacy, and application of operating and finance controls.. Establishes and maintains an effective organization; directs the selection, employment, compensation and evaluation of all staff in areas of direct responsibility and participates in these activities in areas where (s)he has a supportive role.. Ensures timely achievement of stated plans and goals and develops action plans for needed change in areas where goals are not being achieved.. Collaborates with appropriate members of leadership and staff to ensure compliance with state, federal and local regulations relating to financial reporting, billing, reimbursement, and other transactions.. Directs the activity of the Professional Compensation analytics and works with Department Business Officers to develop and maintain department compensation plans.. Directs review processes to ensure achievement of financial objectives.. Maintains an in-depth knowledge of the changing clinical, education and research reimbursement environments, payment practices/regulations and their impact on the Oncology Program and the Health System.. Remains abreast of developing trends, ensure compliance with regulatory and operating standards, promote quality service, and supports necessary changes in financial policies, procedures and controls.. Provides leadership, education, advice and counsel to management, faculty and staff as relates to financial management, financial information systems, faculty group practice issues, and contractual relationships and affiliations.. Serves as project manager to oversee all financial system implementation projects.. MINIMUM QUALIFICATIONS. A Bachelor's Degree in finance, healthcare administration, business or related area; or equivalent combination of experience and training.. Eight (8+) or more years progressive experience in health care organization and finance, including significant experience in a senior financial operations position.. Demonstrated understanding of all elements of health care delivery, including strategy, business planning, operations, finance, and practice plan management.. Experience and proven knowledge of complex financial policies, practices and systems; budgeting and reporting techniques; fund accounting; human resource planning; accounting and bookkeeping.. Excellent communication abilities with communications at all organization levels from board and strategic leadership to support functions. Interpersonal skills to establish and maintain collaborative/cooperative working relationships across the organization.. Expertise in the development and management of operational and capital budgets, health care accounting practices, financial analysis, business management theory, and practices relating to financial management.. Current and extensive knowledge and in the application of financial and revenue cycle information systems reporting systems.. Knowledge of federal and state health services reimbursement regulations, including Medicare and Medi-Cal (or equivalent), third party payers, and other external agencies and businesses.. Track record of success creating commonalities among disparate interests to drive new collaborations, partnerships and programs in the context of the financial issues and challenges facing the clinical, education and research components of academic health care.. Knowledge of, and ability to effectively respond to, elements that drive competitive advantage under dynamic conditions, such as health care industry changes, competitor actions, legal/regulatory changes, and technological trends.. Knowledge of Federal, State, and University regulations governing grants.. Skill in interpreting and comprehending new regulations..
