Position Description: Provides leadership and management of Keystone's Human Resources and Facility Operations to meet the strategic goals and mission of the organization.. Essential Functions HUMAN RESOURCES (60%) Responsible for the overall administration, coordination and evaluation of the human resource function.. Oversees the administration of compensation, health and welfare benefits, training and development, records management, (OSHA) safety and health and AA/EEO compliance.. Advises supervisors on organizational policy matters such as equal employment opportunity and discriminatory harassment and recommends and facilitates the implementation of any changes.. Directs the dissemination, interpretation and application of company policies.. Ensure that Keystone policies and practices are in compliance with federal and state laws and administer employee benefit and leave programs.. Benefits Administration:. Analyzes and modifies benefits policies to establish competitive programs and ensure compliance with legal requirements.. Work with and direct benefit broker to ensure quality service and appropriate benefits pricing. Oversee the implementation of all benefits processes including record keeping (including Health, Dental, Life Insurance, Long-term Disability, Short Term Disability, 403B plans, Flexible Spending, Cobra).. Compliance:. Ensure the highest levels of integrity and legal compliance in all human resources practices.. Serve as the Affirmative Action and Compliance Officer.. Maintains knowledge on existing and pending legislation to ensure overall compliance with regulatory requirements, ensures that employee statistics are gathered for government reports as well as oversee the analysis, maintenance, and communication of records required by law or local governing bodies, or other departments in the organization. Investigate accidents and injuries and prepares necessary reports for insurance carriers, such as worker's compensation and OSHA recordkeeping requirements.. Staffing and Employee Relations:. Partner with the President and other Directors to ensure that Keystone staffing structure aligns with our strategic and programmatic priorities and best utilizes the resources available. Includes providing guidance on recruitment, hiring and onboarding systems.. Develops and supports the implementation of staff training and professional development.. Ensures staff is kept informed of all HR related changes and updates.. Provides consultative services and/or meets with concerned parties to discuss HR issues and requests and determine best course of action for effective resolution including disciplinary actions. Consults with legal counsel as appropriate or directed by the President or Board.. Develop and implement with supervisors the agency's performance management system, including administration of wage and salary program, to ensure effectiveness, compliance and equity within the organization.. Participates in agency wide equity and inclusion initiatives and ensures that Keystone practices meet the values set forth in the agency strategic plan and in the employee handbook.. FACILITIES OPERATIONS (40%) Responsible for the management, use and maintenance of physical facilities, equipment and technology including supervision of facilities and reception staff.. Responsible for developing and managing annual operations budget.. Manage lease agreements for Keystone program sites and responsible for relationships with Keystone landlords including the City of St. Paul and Keystone tenants. Oversee annual lease agreement process with tenants.. Coordinate agency insurance program, ensuring adequate coverage against losses and liabilities and safeguard agency assets. Manage any claims, including workers compensation and volunteer accident claims.. Oversee execution of agency wide safety plan including emergency procedures.. Evaluate and manage the telecommunications and technology needs with technology vendor and acquire computer equipment and software as necessary.. Lead and manage special projects for Keystone as needed. Qualifications/Preferences. Minimum of 3-5 years of experience in human resources management and experience with facility operations. A Bachelor's Degree in human resources or related field. Demonstrated ability to inspire, lead, supervise and communicate effectively with a diverse group of employees and experience working with management staff.. Strong interpersonal communication and written skills.. Bi-lingual language skills in Hmong, Somali or Amharic desired. Ability to guide others and work collaboratively in a team environment.. Must be able to pass a criminal background check and have a valid driver's license.
