Title: Business Assurance Director, Capita PCSE
Location: Leeds or Blackburn
Outline Role Description
Capita Primary Care Services England (PCSE) provide services to primary care providers under the stewardship of NHS England. The services provided are: Cervical Screening, GP Payment and Pensions, Medical Records Management, National Performers List, Payments to Opticians, Supplies and Logistics and Market Entry (Pharmacies), Registrations and Contact Centre.
Many of the above services are of a highly sensitive nature and failure to deliver them in line with contractual or legislative requirements can lead to extremely high-profile incidents relating to clinical risk and information governance. The majority of the services are also pre-transformed state, being delivered using highly manual, paper based processes and legacy systems. This give them a far higher risk profile than they will have post transformation.
Recent operational incidents have highlighted the need to enhance the business assurance function within PCSE and separate it out from the operation. This role will be tasked with defining, building and leading the Business Assurance area.
Responsibilities Overview
This role will report into the Support Services Director and have overall responsibility for all areas of Business Assurance. These include Risk, Incident Management, Information Governance, Business Continuity and Disaster Recovery, Quality Management and Audit. Currently this constitutes circa 30 staff aligned to 4 areas, although the final structure is to be defined.
The areas of responsibility are at differing levels of maturity.
Risk is managed at all levels with regular reviews with all operational areas. Risk registers are well maintained and held in central locations. Capita group is increasing the focus on risk and the risk management function needs to develop from administering risk to challenging all areas of PCSE to be proactive and transparent around risk
There are no standard incident management process across all service lines and incident categories. Often incidents transition between IT, IG, clinical and service areas as they evolve and this requires governance. A single toolset is being developed for management of incidents and risk.
Information Governance is extremely mature in PCSE and a flagship area. The IG toolkits has been achieved and processes are well embedded. Proactive action has delivered significant reductions in incidents. The ongoing task in this area is maintenance of these standards and efficiency as well as sharing of best practice.
The quality team focus on standard operating processes and adherence by agents. This area is maturing quickly but needs to increase in bandwidth to deliver the level of assurance that the business requires. A quality management framework exists.
  • Delivering Business Assurance in a leadership role at an enterprise scale, high risk environment
  • Ideally worked in Utilities, Telecoms or Retail enviornment driving process and building a function from scratch
  • Experience of working with external auditors
  • Health sector experience - desirable not essential
  • Experience working with complex programmes of change involving multiple providers
  • Operational experience working in service orientated environment
