Group Manager - Corporate Landlord, Bridgend County Borough Council, South Wales, Permanent, £53,500 per annum
Your new company
This is an exciting time to be part of the council's transformation agenda, introducing a new Corporate Landlord model (the first of it's kind in Wales) to effectively and efficiently deliver all of the council's property needs under one roof, including Total Facilities Management and Major Projects teams. The portfolio comprises of 950 assets, with a value of circa £400 million and a budget of £15.7 million pa. £43 million having recently been allocated towards the 21st Century Schools Programme.
Your new role
As the strategic lead for all property-related services, you will be responsible for developing the council's Strategic Asset Management Plan and managing implementation across the whole asset base. You will support the Head of Service to shape the strategic direction of the council's Corporate Landlord functions by driving forward transformational change programmes that focus on delivering quality services in a cost efficient way by improving productivity and efficiency while ensuring high levels of customer satisfaction.
You will be responsible for the corporate property portfolio and facilities management service, which includes strategic asset management, direct labour organisation and architectural/major projects team and effectively manage the respective financial, human and physical resources in order to ensure value for money and schemes of delegation are properly developed and maintained.
As a member of the council's Senior Management Group, you will work closely with other Group Managers to contribute significantly to translating the Council's vision of Total Facilities Management into high quality and cost-effective strategic and operational service delivery.
You will bring a commercial perspective to the service area by delivering excellent value for money both in terms of cost and quality of service and robust contract management with external providers. Strong communication skills at all levels and the ability to build relationships are essential to this role as you will develop and foster effective partnerships across the wider public sector, other agencies, the business sector and the community in order to deliver benefits for customers, service users, citizen and the council.
You will manage the property transactions, commercial portfolio, estate management and valuations and deliver an asset disposal programme in order to achieve financial targets and sound governance. Formulate policy, strategies, service planning, provision and continuous improvement of an integrated Asset Portfolio Management function that sets the future direction and achieves sustainable benefits.
What you'll need to succeed
You will hold an appropriate professional qualification within the relevant sector as well as full membership of a professional body (e.g. RICS, RIBA, MCIOB, MAPM or Management Qualifications). Considerable experience of working at a senior level within a related field is essential supported by in depth commercial and technical expertise in a variety of environments. You will have experience of service improvement and change management and be skilled in mentoring and developing others.
