Johns Hopkins Children Center is consistently ranked among the top children's hospitals in the nation by U.S. News & World Report. It is Maryland's largest children's hospital and the only state-designated Trauma Service and Burn Unit for pediatric patients. It has recognized Centers of Excellence in dozens of pediatric subspecialties, including allergy, cardiology, cystic fibrosis, gastroenterology, nephrology, neurology, neurosurgery, oncology, pulmonary and transplant. Position Summary: The CAO- Johns Hopkins Children's Center is responsible for the strategic development, operations and continuous performance improvement of a clinical, academic and research department. The CAO is responsible for the affiliated hospitals and ambulatory sites staffed by the department's physicians and harmonization of procedures and protocols across JHHS. The CAO is responsible for JHCC, Department of Pediatrics and Pediatric Network operations, the SOM Pediatrics Clinical Practice and SOM Pediatrics Research Administration. The CAO is expected to act in the interests of JHM. This role is responsible for assisting in the development and implementation of the JHCC, Department and Pediatric Network's strategic operational plan, along with providing management for their immediate and long-term strategic plans. The CAO is responsible for maintaining liaisons with all levels of administration within the School of Medicine staffed by the department's physicians. He/she provides assistance, in the form of analysis, consultation and planning, to the department Director and executive leadership team. The CAO will also work with the other JHHS sites providing pediatric services to right-size organizational capacity, optimize financial performance and provide high quality care. The CAO is responsible for the non-faculty administrative staff in executing the department's clinical, academic and research activities. The general scope of responsibilities includes: strategic planning, financial management/analysis, budget development and execution, grants management, contract administration, compensation planning, personnel and management recruiting, utilization and productivity management, marketing, general operations of the JHCC, Department of Pediatrics and external services in the Pediatric Network and space management. Additionally, the CAO is responsible for the department's Professional Fee Billing Office, the Access Call Center and the staff in the clinical areas managed by the department. He/she is responsible for the department's and staff's satisfactory compliance with the rules and regulations of The Johns Hopkins University School of Medicine and Clinical Practice Association. In addition, the CAO is responsible for assuring compliance with Johns Hopkins Hospital and Health Systems regulations. The position requires a firm understanding of national health care and research trends/impacts, policies and issues. Reporting Relationship The CAO has a matrix reporting relationship to the Pediatrician-In-Chief/Chair of Pediatrics, the Pediatric Surgeon-In Chief, the CFO, JHM and the COO and CFO, JHH. The CAO is a key contact for external relationships including industry and government affairs. Duties and Responsibilities: The CAO plays key leadership roles in the JHCC, Department and Pediatric Network in the following areas: Strategic Programmatic Planning Financial Management Practice Management JHCC, Department and Pediatric Network Administration Strategic Programmatic Planning: Continuously assess industry and market trends to identify growth opportunities in clinical care Manage strategic planning for JHCC, Department and Pediatric Network (goal setting, execution, etc.) Ensure appropriate affiliation/collaboration across the JHCC, Department and Pediatric Network and with other SOM departments Regularly review marketing analyses with Planning and Marketing team to identify geographic growth/needs areas and growth needs. Coordinate institution-wide initiatives to enhance patient services Maintain thorough and current knowledge of issues related to healthcare reform, government rules, regulations and reimbursement systems. Recruit key faculty and administrative personnel Understand and communicate trends in specific pediatric specialties in the Department and in other clinical departments Financial Management: Oversight and management of Department annual budgets, All Funds, and P&Ls Manage JHCC, Department and Pediatric Network's annual operating budget and endowment Oversight of financial performance of Pediatric Network community based services (NICU's, PED's, Ambulatory sites) Perform ongoing analyses of JHCC, Department and Pediatric Network fiscal operations to identify improvements Support financial audit control processes and develop internal controls to maintain the integrity of the JHCC, Department and Pediatric Network's financials Manage professional fee billing/revenue cycle development through appropriate departmental resources Practice Management: Analyze practice results, including: volume statistics, billing data, expense and revenue trends Compare results to industry benchmarks; work through departmental leadership to implement relevant and approved changes to meet these standards as necessary Develop strategic proposals for reallocation and development of ambulatory practice space Develop and monitor strategies in cooperation with the Department of Surgery to maintain optimal number of operating rooms for the JHCC's surgeons and/or clinical specialty areas JHCC, Department and Pediatric Network Administration: Represent the JHCC, Department and Pediatric Network in all opportunities within the Johns Hopkins organization as well as with external organizations to promote the JHCC, Department and Pediatric Network's assets and strengths Supervise non-Nursing clinical support services (Child Life, RT, Nutrition and Social Work) for JHCC, Department and Pediatric Network Oversee JHCC, Department and Pediatric Network development activities and public affairs Collaborate with JHCC Nursing on financial oversight, staffing and bed management Work with appropriate JHH and JHU resources to manage all facilities renovations, new construction and physical plant-related projects. Coordinate with appropriate JHU resources to manage international affairs Work with appropriate JHU resources to direct the implementation of clinical and management information systems. Participate in CAO on call rotation as requested Perform other related duties as requested. Educational Qualifications & Experience Bachelor's degree in business, finance accounting, or other related field required. Master's degree in a related field JD, MBA, MHA, MPH, or other related field strongly preferred. Seven (7) years progressively responsible professional-level administrative and financial experience related to monetary or non-monetary resources of a department, center, or unit, including two years supervisory experience, and two years financial management (e.g., planning, directing, monitoring, organizing, and controlling monetary and non-monetary resources. Prior 3-5 years Pediatric Administrator experience highly desirable. Experience with strategic planning issues, growth strategies, and network and business development in healthcare highly desirable. Administrative, management, or supervisory experience. Exceptional leadership, mediation abilities, and multi-tasking skills required. Strong commitment to customer service and excellence in healthcare. Experience in a large integrated delivery systems, with operations and performance improvement focus.
