Risk Information and Emergency Planning Officer

Salary: £25,463 - £29,909 per annum

Grade 4 Permanent

Location - Service Headquarters, Calcot, Reading

Royal Berkshire Fire and Rescue Service (RBFRS) provides cover 24 hours a day, 365 days a year from 18 fire stations across the County. We are responsible for an area of around 125,914 hectares, from Slough and Langley in the east to Lambourn and Newbury in the west. We employ more than 600 uniformed and support staff who serve a population of approximately 860,000 people.

This is an exciting opportunity to fill a key support role within RBFRS. Provision of up to date, accurate risk information to the operational environment forms an integral part of safe, effective and efficient service delivery. This requires developing and delivering an end to end system which collects, prioritises, manages and communicates the right information at the right time so that end users can effectively manage community and firefighter risk.

An essential element of this role is working with all category 1 and 2 partners across the Thames Valley Local Resilience Forum, event organisers, local business and risk site owners to ensure emergency plans and maintained and managed to meet the requirements of the Civil Contingencies act 2004.

The role also requires ongoing development of internal business continuity provision which includes management of operational support arrangements to incidents and events.

The key focus of this role is:

  • Gather, analyse, interpret and validate operational risk information.
  • Deliver, develop and maintain operational risk information in formats that are consistent with National, Regional and Thames Valley best practice.
  • Establish and administer an inspection programme for service delivery staff to undertake on a risk priority basis
  • Update and maintain the operational risk information databases, ensuring that information is relevant, timely and accurate.
  • Provide direct support to the Thames Valley Local Resilience Forum meeting arrangements and sub group structure, including specific project groups e.g. Community Resilience, major exercise planning and adverse weather planning
  • Liaison and coordination with Thames Valley emergency service partners
  • Provide support to Fire and Rescue Service tactical and strategic commanders at multi-agency coordinating group meetings within Berkshire and other locations.

Key role requirements:

  • Experience of working in a multi-disciplinary team delivering a plan of work with competing priorities.
  • Knowledge of emergency/contingency planning arrangements in relation to the Civil Contingencies Act 2004 (CCA 2004)
  • Experience of system and database management, including data entry, data interrogation and data assurance
  • Emergency Planning and/or Business Continuity qualification or equivalent
  • Ability to communicate effectively verbally with high levels of interpersonal skill
