Supports individuals with a primary intellectual disability diagnosis and other co-occurring disorders in a manner consistent with the philosophy of Assisted and Community Residential Services. Responsible for the overall operation of assigned group home site(s) and operates the program within current budgetary, quality assurance and regulatory guidelines. Provides oversight to all direct care staff in implementation of person centered outcomes and training supported individuals to reach their highest level of independence. Ensures direct assistance is provided by each staff person to enable supported individuals to perform activities of daily living as health and safety, enhancing communication, behavioral support, proper nutrition and community inclusion. Ensures adequate staffing ratios are met at all times. Manages, hires, trains and schedules staff; and coordinates activities and appointments of supported individuals and maintains records related to all aspects of the group home. Responsible for the appropriate medication administration within his/her program site.

Illustrative Duties

Coordinates, implements, and monitors delivery of individual service plan;
Analyzes data to determine client progress and makes necessary changes to service plan;
Writes individual service plans, progress notes, and summaries;
Ensures proper adherence to federal, state, local, and agency regulations and licensure standards;
Links clients with appropriate community resources;
Provides crisis intervention;
Advocates for clients in the community;
Organizes and maintains consumer files and other confidential records;
Prepares administrative reports;
Represents program within the community;
Develops cooperative relationships with community groups and agencies;
Develops, provides, and coordinates relevant training for agency staff and vendors;
Maintains ongoing communication with families, landlords, county programs and agencies, and state agencies.

Required Knowledge Skills and Abilities
Thorough knowledge of intake procedures, social history development and interviewing techniques;
Knowledge of psychiatric, psychological, and/or sociological terminology and concepts;
Knowledge of the principles, practices, methods, and techniques related to treatment of persons with intellectual disability or other development disabilities;
Knowledge of federal, state, and local laws and regulations, as well as issues relevant to human rights, mandated reporting, and skill in applying this knowledge to a variety of situations;
Considerable knowledge of community resources, including relevant public and private organizations;
Ability to recognize external behavioral symptoms of developmentally disabled individuals who may concurrently exhibit signs of medical needs, mental illness, and/or substance abuse;
Ability to successfully perform as a team member/leader;
Ability to implement personnel procedures;
Ability to establish rapport and maintain effective relationships with clients;
Ability to develop and maintain effective working relationships with subordinates, co-workers public and private sector organizations, community groups and the general public;
Ability to recommend alternatives to allow for individual choice in services
Ability to communicate effectively, both orally and in writing;
Ability to maintain records and prepare reports.
Employment Standards MINIMUM QUALIFICATIONS:
Graduation from an accredited college or university with a bachelor's degree in psychology, social work, or a related human services field; plus two years of experience working with individuals with developmental disabilities. Master's degree can be substituted for one year of experience.

PREFERRED QUALIFICATIONS:Two years of experience supervising employees providing services to individuals with intellectual and developmental disabilities in residential setting. Experience overseeing programs for individuals with significant behavioral needs. Experience with operating budgets for community-based residential programs. Experience with the Virginia Medicaid Waiver. Knowledge of the Intellectual Disability, Mental Health and Substance Abuse systems preferred. Qualified Intellectual Disability Residential Specialist (QIDRS).

CERTIFICATES AND LICENSES REQUIRED: Valid motor vehicle driver's license with fewer than six demerit points (or equivalent in another state) at time of appointment and maintained throughout employment with CSB.
NECESSARY SPECIAL REQUIREMENTS:The appointee to this position will be required to complete a criminal background check, a driving record check, a check of the Child Protective Services Registry, and a check with the Office of the Inspector General (OIG) to the satisfaction of the employer.

PHYSICAL REQUIREMENTS:
The ability to safely operate a motor vehicle to transport oneself, individuals, and program supplies as necessary. Travel to assigned locations, stand, stoop, bend, reach, pull, push, lift, grasp, climb, talk, see, hear and perform basic and light home maintenance activities, and operate office equipment. Move and lift light objects up to 30 pounds such as mail, supplies, files, and equipment. Operating office equipment requiring continuous or repetitive hand/arm movements. The ability to remain in a sitting position for extended periods of time. Must be able to physically assist individuals who are non-ambulatory or have other mobility and sensory challenges as needed (e.g. transfer and positioning). Must be able perform MANDT techniques as needed. Ability to use keyboard driven equipment. All duties are perform with or without reasonable accommodations.
