Tasks:
* Migrate conversion to dataframe from C#.NET API service (DSL) to R package (dsl.RestClient)
* Review the dsl.RestClient code
* Propose the best practice for supporting multiple versions of R in dsl.RestClient
* Migrate dsl.RestClient from 3.4 to 4.2.x (while supporting previous version at the same time)
* Review an R package (dataDistribution)
* Propose how to remove dependency on rClr from dataDistribution package
* Implement agreed changes to dataDistribution package, and migrate from 3.4 to version 4.2.x
