Position Information

The Department of Environmental Services is seeking an experienced Design Engineer to work in the Office of Sustainability and Environmental Management as a member of the Stormwater Infrastructure Team. The Stormwater Infrastructure Team is responsible for the stormwater drainage infrastructure in Arlington County and provides concept, preliminary and final designs for capital improvement projects, capital maintenance projects, and private development projects. Additionally, the Stormwater Infrastructure Team also plans the County storm drainage network including ongoing updates and mapping of the storm sewer system; maintains, utilizes and creates hydraulic/hydrologic models of the storm sewer sheds; and reviews plans to ensure compliance with the County's Stormwater Master Plan and regulatory requirements specified in the County's Municipal Separate Storm Sewer Systems (MS4) permit.

As a member of the Stormwater Infrastructure Team, the Design Engineer selected for this position will be responsible for the design and implementation of a variety of stormwater capital projects that have budgets that range from $100,000 to $8 million, including significant improvements to the storm drainage system, projects that reduce localized drainage and flooding, water quality projects, and flood control projects.

Specific duties include:

  • Developing and analyzing new or existing models of stormwater drainage systems and components using Autodesk Civil3D and PCSWMM modeling software;
  • Preparing construction cost estimates, building documents, construction contracts, managing procurement for the bidding processes of projects, and managing project and program budgets;
  • Participating in project scoping meetings and preparing conceptual design plans;
  • Creating construction specifications and special conditions documents;
  • Preparing hydraulic and hydrologic analysis of storm drainage systems;
  • Developing drainage systems maintenance plans and schedules, and investigating drainage complaints;
  • Determining property acquisition and easement needs and collaborating with other engineers, program managers, surveyors, and real estate specialists by providing requested information;
  • Coordinating with County, State, and Federal regulatory agencies to obtain stormwater and land use permits;
  • Providing technical support and responding to Requests for Information during construction;
  • Reviewing work of outside consultants who provide design services on selected projects;
  • Working with designers, engineering plan reviewers, and inspectors to resolve issues and ensure effective long-term performance and maintenance of infrastructure; and
  • Organizing public meetings, individual meetings with homeowners, community groups, business owners, environmentalist groups, and elected officials on matters related to specific projects.
The ideal candidate will be experienced in managing multiple programs, projects, and contracts in an environment with tight deadlines and multiple stakeholders with competing interests, and has demonstrated previous success in stormwater project management and implementation.

Selection Criteria

Minimum: Position may be filled at either the full-performance journey or senior level depending on the needs of the hiring manager.

Journey Level: Bachelor's degree in Civil Engineering plus some experience in the design of public works improvement projects under the supervision of a Professional Engineer using Autodesk Civil3D or similar CAD software in the areas of site planning, storm water management, storm sewer design, or related areas.

Senior Level: Bachelor's degree in Civil Engineering plus significant progressively responsible experience in the design of public works improvement projects using Autodesk Civil3D or similar CAD software in the areas of site planning, storm water management, storm sewer design, or related areas.

Substitution: Master's Degree in Civil Engineering may be substituted for up to one year of experience. Experience may not be substituted for the Engineering Degree requirement.

Desirable: Preference may be given to candidates with experience in one or more of the following:

  • Registration as a Professional Engineer in the Commonwealth of Virginia;
  • Preparing construction contract documents for bidding process;
  • Using PCSWMM software or other similar variants for stormwater, wastewater, watershed, and water distribution systems modeling; and/or
  • Conducting presentations to stakeholders, including citizens and government officials.

Special Requirements

This position will require travel around Arlington County for various meetings and field inspections. Applicant must possess, or obtain by time of appointment, a valid motor vehicle operator's license from the applicant's place of residence, or be willing to use alternative means of transportation. The applicant must provide or authorize Arlington County to obtain, or the applicant must provide a copy of the applicant's official state/district driving record. Any offer of employment will be contingent upon favorable review of the applicants driving record.

Additional Information

Work hours: Monday through Friday 8:00 a.m. - 5:00 p.m.

Employees that are registered as a Professional Engineer will be eligible for a pay premium of $2,600 annually.

This position is part of a broadband, competency based pay plan which encompasses a variety of responsibility levels from junior through senior and for which the overall annual salary range is $56,243.20 - $111,758.40. Individuals appointed to positions in this pay plan will be appointed at a salary based on their experience and training and the nature of the work assigned. Within pay guidelines, pay plan participants are eligible for variable salary increases based on performance, growth in responsibilities, and employee development on a yearly basis.
