MINIMUM STARTING SALARY:
SUMMARY PURPOSE OF POSITION: The code enforcement Lead Inspector will have primary responsibility for enforcing the Lead Law in in homes of lead poisoned children and other children under age 6. The Code Enforcement Lead Inspector will also be responsible for monitoring lead inspections by private lead inspectors. This will involve responding to complaints, conducting field inspections to determine compliance with regulations, and reviewing private inspection records/files. The Code Enforcement Lead Inspector will coordinate and/or provide training and technical assistance to local health departments and code enforcement personnel in all aspects of enforcing the lead laws. Conducts residential lead inspections and determinations, and enforces the Massachusetts Lead Law.
Follows the Universitys best practices to build and/or support student academic success and retention, and assist in meeting strategic objectives for persistence and timely graduation of all the student population.
EXAMPLES OF PRIMARY DUTIES AND RESPONSIBILITIES:
- Conducts field inspections of dwellings, day care centers, other settings, and soil or other lead hazards as necessary to identify lead hazards throughout eastern and southeastern Massachusetts including the Cape and Islands.
- Counsels parents, homeowners, and others and monitors the lead paint removal process, and coordinates with other agencies to ensure the safety of the lead hazard removal process and to provide safe alternative housing during deleading.
- Conducts title searches and initiates court proceeding in cases of non-compliance.
- Effectively initiates prosecution of cases on non-compliance in district and housing courts, both independently and cooperatively with program managers and Special Assistant Attorney Generals.
- Provides training and technical assistance to local Boards of Health, code enforcement departments, Housing Authorities, the private sector of lead inspectors, etc., in conduction lead paint inspections, enforcing lead paint inspection laws and regulations and monitoring lead paint abatement.
- Conducts field inspections and investigates complaints regarding lead paint inspections to determine if there are violations of regulatory or licensing standards, and institutes appropriate educational or disciplinary responses in a timely manner.
- Develops training and educational materials to be used by public and private agencies to organize educational workshops and seminars on the subject of childhood lead poisoning prevention.
- Attends regular meetings of the Regional Case Management Team to conduct Case Reviews.
- Conducts periodic reviews and evaluations of lead inspectors.
- Conducts routine auditing of environmental paperwork for the weekly data submissions to ensure completeness and accuracy.
- Responds to requests for technical assistance from housing agencies, code enforcement agencies, realtor associations and community service organizations.
- Maintains filing system of records and reports.
- Writes reports on all violations, complaints and inspections and maintains filing system of records and reports. Enters all required information into electronic database.
- Performs other duties as assigned
EDUCATION and EXPERIENCE:
An Associate degree, or direct work experience in an industry related to air quality, chemistry, or biology; or in a public health role related to lead inspections, home inspections, deleading and/or board of health inspection services.
One year of full-time, or equivalent part-time, professional or technical experience in a field of air pollution control, industrial hygiene, public health, chemical engineering, sanitary engineering, environmental engineering, public health engineering, environmental sanitation, residential lead inspections, or lead abatement or housing inspections.
OTHER: Reliable vehicle and valid drivers license. Travel throughout eastern and southeastern MA including the Cape and Islands.
KNOWLEDGE, SKILLS AND ABILITIES REQUIRED:
- Good computer skills.
- Excellent communication and organizational skills.
- Excellent interpersonal skills.
- A Bachelors with a major in air quality, industrial hygiene, public health, sanitary engineering, chemical engineering, environmental engineering, public health engineering, chemistry, biology, or environmental sanitation.
- Massachusetts Lead Inspector License.
- Knowledge of Massachusetts Housing Court Procedures.
- Knowledge of the types and uses of equipment used for the measurement of pollutants of air, water, soil, etc
- Ability to read and interpret documents such as plans, equipment operating manuals, specifications, layouts, blueprints, test results, technical manuals, etc
- Ability to prepare general reports.
- Portuguese or Spanish language fluency.
