TAP SYSTEMS ADMINISTRATION MANAGER

Basic Function

To manage development and maintenance of TAP-specific systems and oversee all aspects of TAP for the Regional TAP System.

Example Of Duties

  • Serves as lead point of contact and performs all aspects of project management on TAP Systems including Nextfare, Transitrack, Hummingbird and Oracle related projects
  • Develops a regional methodology for managing performance of TAP technical systems, infrastructure and components, including management of downtime and systems maintenance
  • Manages and oversees vendor software releases, upgrades and deployment activities
  • Manages TAP Systems software release cycles and deployment activities in a large scale Enterprise Resources Planning (ERP) application
  • Manages TAP Systems Administration resources on projects, incidents, and skill level development as well as administrative policies and procedures
  • Coordinates and communicates critical information and changes with management, users, and staff
  • Consults with user departments to clarify and solve systems development needs and problems; establishes priorities and schedules to ensure user satisfaction with implemented systems
  • Provides technical direction and manages technical reviews of system analysis projects, system design, and program implementation; approves system designs and changes before presentation to user
  • Participates in selection and negotiation processes for hiring of outside contractors; oversees work of contractors, monitors their progress and evaluates work products, and recommends payment for services
  • Chairs meetings with consultants and users to resolve problems, make design decisions, and resolve complex contract scope issues
  • Conducts special projects and studies and assists in establishing departmental plans and schedules
  • Prepares comprehensive reports and correspondence
  • Directs preparation of feasibility studies, project proposals, and requests for proposals for purchase of new software and hardware
  • Prepares operating budget for assigned sections; monitors expenditures for projects to ensure compliance with budgeted costs
  • Participates in the department's information security, disaster recovery, and safety programs
  • Supervises subordinate staff
  • Communicates and implements safety rules, policies, and procedures in support of the agency's safety vision and goals; and maintains accountability for the safety performance of all subordinate employees
  • Contributes to ensuring that the EEO policies and programs of Metro are carried out

Requirements For Employment

  • Bachelor's degree - Computer Science, Information Systems, Business, Public Administration, or other related field
  • Master's degree - related field desirable
  • 5 years experience with 3 years' supervisory-level experience on a large-scale computer system in a TAP Systems environment
Preferred Qualifications

Due to the competitiveness of the recruitment, consideration may be given to those candidates who demonstrate the following additional qualifications:
  • Experience working with Salesforce, including Salesforce administration, Salesforce APEX and VisualForce, and Salesforce Marketing

  • Experience with web development from concept to launch, including experience with ideation and planning for web applications and coding HTML, CSS, Javascript, Bootsrap, Jquery

  • Experience working with smart card fare payment technology systems
Special Conditions

  • 24 hours on-call, weekend/holiday work required when necessary

Knowledge:

  • Theories, principles, and practices of information systems and related application areas, software and hardware, system design, techniques, and design using information-engineering techniques
  • Theories, principles, and practices of data network communications, and communications engineering design and construction
  • Advanced capabilities of large-scale, mini and microcomputer hardware and software in Internet and Client/Server architectures
  • TAP Systems Management in a large scale Enterprise Resources Planning (ERP) application
  • Regional TAP Database Management System (RDBMS) design, development, implementation and integrity maintenance; including software development life cycle principles and practices
  • Engineering Mathematics and computer applications
  • Third and fourth generation programming languages
  • LANs, WANs, and gateways, including the associated data communications technology
  • Contract administration
  • Modern management theory

  • Manage and implement complex Enterprise systems
  • Manage the communications and functional working relationships between Information Technology and other departments within the agency
  • Design, develop, and implement standard technical methodology for security, backup and recovery across the entire platform
  • Oversee the development and maintenance of information systems in designated information technology areas
  • Analyze and direct the design of highly complex data systems in assigned application areas
  • Manage large-scale projects from inception to culmination
  • Analyze situations, identify problems, recommend solutions, and evaluate outcome
  • Meet tight time constraints and deadlines
  • Determine strategies to achieve goals
  • Plan financial and staffing needs
  • Understand, interpret, and apply laws, rules, regulations, policies, procedures, contracts, budgets, and labor/management agreements
  • Prepare comprehensive reports and correspondence
  • Interact professionally with various levels of employees and outside representatives
  • Communicate effectively orally and in writing
  • Supervise subordinate staff
  • Read, write, speak, and understand English
