Basic Function

To provide technical leadership in project management, systems integration, and systems architecture and to perform complex Systems Development Life Cycle tasks on large, complex projects.

Example Of Duties

  • Develops, enhances, and provides production support for business application systems on behalf of client departments
  • Performs complex Systems Development Life Cycle (SDLC) tasks using Information System Development Methodology and Computer-aided Software Engineering (CASE) tools in a networked application environment
  • Identifies, diagnoses and resolves system problems, of varying complexity levels, involving programming logic, interoperability between several technical components, and client interface
  • Researches, identifies, and refers complex technical problems related to platform management, database administration, network connectivity and desktop support to the appropriate ITS operating unit for resolution
  • Advises user departments and other Information Technology Services support teams on system requirements and enhancements
  • Prepares project reports such as technical overviews, client recommendations, alternatives to business requirements, feasibility studies, project proposals, and requests for proposals for the purchase of new software and hardware
  • Performs systems integration tasks
  • Monitors and guides consultant firms in the development and implementation of application systems
  • Participates in the evaluation of commercial off-the-shelf (COTS) software
  • Configures, implements, and integrates commercial off-the-shelf (COTS) software
  • Develops software and hardware specifications and standards
  • Acts as team leader for projects as assigned, including complex and highly specialized applications
  • Organizes and conducts project and status meetings with clients, consultants or other external entities
  • Ensures that clients have the necessary training and documents to properly utilize computer systems
  • Participates in the department's information security, disaster recovery, and safety programs
  • Contributes to ensuring that the EEO policies and programs of Metro are carried out

Requirements For Employment

  • Bachelor's degree - Computer Science or other related field
  • 5 years' senior programmer/analyst-level experience in designing, implementing and maintaining complex information systems in a Relational database, networked environment
Preferred Qualifications

Due to the competitiveness of the recruitment, consideration may be given to those candidates who demonstrate the following additional qualifications:
  • 2 years' of custom SharePoint application development experience


  • 1 year of SharePoint application experience


  • Microsoft Most Valuable Professional (MVP) award and/or Microsoft Certified Solution Developer


  • Experience with web development, mobile development, HTML, CSS, Angular React, TypeScript, C#, SPFx, ASP.Net, ASP.net core, and SharePoint administration
Special Conditions

  • On 24-hour call, 7 days a week


  • Overtime, weekend/holiday work required when necessary


  • Valid authorization to work in the U.S. is required; no visa sponsorship is available for this position

Knowledge:

  • Knowledge of Administration and custom development of SharePoint Online/2013, 2016 or later
  • Theories, principles, and practices related to information systems and supported business areas
  • Project management techniques and tools
  • Applicable local, state, and federal laws, rules, and regulations governing information systems for a public agency
  • Data communications involved in LANs, WANs, and gateways
  • Advanced capabilities of computers such as IBM RISC 6000 Systems and microcomputers, including specified software products such as UNIX Script, AIX, Microsoft Networking, Microsoft Proxy, IIS, Linux and Windows NT/2000/XP/Vista, Apache and other Web tools
  • Mathematics used in complex business applications
  • Business process and system process modeling and problem solving techniques
  • Knowledge of change control systems and other Information Technology best practices

Abilities:

  • Develop PowerApps and Flow applications
  • Develop SharePoint Online add-ins and Webparts applications
  • Develop applications using Microsoft Graph API
  • Develop applications using SPFx
  • Develop provider-hosted add-ins using ASP.Net MVC
  • Develop custom SharePoint Solutions using ASP.Net or MVC Core.Net
  • Develop web applications using CSS3 or higher or less
  • Design web applications using Angular, ReactJS, Javascript ES5 or later, and TypeScript 2.0 or later
  • Guide and perform the development and implementation of complex information systems using software engineering techniques
  • Perform complex programming in C#, VB.Net, ASP.Net, Web Services , or other specified languages
  • Function as a technical lead, providing technical project management across multiple projects and concurrent tasks
  • Develop and implement web-based computer applications
  • Analyze and evaluate system changes to determine feasibility
  • Analyze situations, identify problems, and recommend and implement solutions in a cost effective manner
  • Clearly define system integration and interface requirements
  • Identify and resolve conflicting project and/or client requirements
  • Understand, interpret, and apply laws, business rules, regulations, policies, procedures, contracts, budgets, and labor/management agreements To support business processes
  • Prepare reports, proposals, presentations and correspondence in a professional manner
  • Interact professionally with various levels of employees and outside representatives
  • Communicate effectively orally and in writing
  • Meet tight time constraints and frequent deadlines
  • Operate a personal computer, computer terminal, and general office equipment
  • Multi-task on multiple concurrent projects
  • Read, write, speak, and understand English
