Job Summary:

Innovative and data-driven Director of Talent Acquisition who will build our overall recruiting processes and help scale to meet growth plans. ETC is seeking a team member who can create the future state processes for the talent acquisition function while enhancing the candidate experience and journey. We are looking for a person with a builder's mindset who can leverage strategic and operational abilities to develop and implement talent programs throughout the U.S. and Canada.

The Director of Talent Acquisition is an exciting leadership opportunity to lead and influence the business on how we attract, engage, hire, and retain top talent. In this role, you are a passionate champion of the corporate experience and of building an employer brand that will appeal to a diverse set of the best candidates to ensure the success of the business objectives and maintain our collaborative and inclusive culture. This position reports to the Chief Executive Officer.

This position will work closely with the leaders from Business Development, Project Management Office (PMO), Chief Operating Officer (COO), Chief Technology Officer (CTO), and Chief Financial Officer (CFO). This individual will serve as the single point of contact for our parent company, Quarterhill, on talent and recruiting matters and represent talent strategy at ETC.

Essential Duties and Responsibilities:

This position includes the following duties. Other duties may be assigned to meet business needs.

  • Manage the resource management process and related personnel whereby delivery resources meet the demand signal created by the Programs, Business Development, and R&D/Product to ensure effective and efficient utilization of delivery resources is achieved
  • Develop effective relationships and act as the single point of contact (SPOC) for ETC with off-shore staffing firms to create contractor capacity across all delivery skillsets
  • Deliver regular reporting on resource management to the Executive Team.
  • Monitor external trends and developments in resource management in order to contribute to, and facilitate, continuous improvement.
  • Keeping informed on labor laws and trends in resource management.
  • Build talent pipelines for current and future job openings
  • Lead talent sourcing strategies
  • Manage our external partnerships with colleges, job boards and HR software vendors
  • Implement online and offline employer branding activities
  • Budget support to include preparation of annual recruitment budget using labor statistics, trends in and out of the mobility and transportation industries.
  • Oversee all stages of candidate experience (including application, interviews, communication and onboarding)
  • Forecast hiring needs based on business growth plans
  • Manage, train and evaluate our team of recruiters
  • Participate in and host recruitment events to drive awareness of our company
  • Develop a network of potential future hires (eg past applicants and referred candidates)
  • Measure key recruitment metrics, like source of hire and time-to-hire
  • Responsible for implementation (and supporting the development) of effective Onboarding training
  • Develop retention strategies to retain top talent
  • Develop, manage, implement, and measure employee referral bonus programs to incentivize employees to identify candidates

Required Experience:


  • Proven work experience as a Talent Acquisition Director or similar role
  • Minimum of 5 years of proven leadership and business experience
  • Knowledge of employment laws and regulations is preferred
  • Strong program execution and delivery oversight, with attention to detail around metrics, accountability, and operational excellence. Collaborative but assertive and decisive management style; highly effective communicator and problem solver.
  • Strong leadership with the ability to take initiative and accountability for achieving success
  • Desire to be part of the high paced, high-energy environment
  • Demonstrable experience managing full-cycle recruiting and employer branding initiatives
  • Solid understanding of sourcing techniques and tools (eg social networks)
  • Hands-on experience with Applicant Tracking Systems (ATSs) and HR databases
  • Good team-management abilities
  • Excellent communication skills with the ability to foster long-term relationships (with internal teams, external partners and candidates)
  • Experience with Microsoft Office Suite, specifically MSFT Excel, basic modelling, and reporting
  • BSc/MSc in Human Resources Management or relevant field
