ICT Project Manager - Dublin

Description

Our client is looking for an ICT Project Manager to help the development of their website, which they use as a key communication tool for interacting with stakeholders and serving as an authoritative source of reliable regulatory information. Further supporting this goal will be the integration of the website into organisational process, and publishing timely website content in accessible in formats appropriate to different stakeholder groups. Increasing the reach and diversity of content across different audiences and channels will be achieved through social media and other communications methods including traditional media.

The project involves a degree of complexity including the build of the new website and the preparation of content, however also requires establishing hosting and support arrangements, integration of data feeds from Back End systems to the website and establishing integration from the website to the Back End systems.

The following non-exhaustive list of Key Deliverables, are applicable to this Role:
Website RFT preparation

Provide insight and advice on the contents of the Website design and development RFT, including guidance on elements for inclusion.
Provide input as to how the RFT should be structured to ensure the organisations objectives and requirements are addressed.
Provide input on the scoring to be applied on various aspects of the RFT.
Coordinate the finalisation and publication of the RFT in conjunction with relevant stakeholders within the organisation.
Provide input in the evaluation of tender responses, including assessing completeness of submissions in addressing the requirements as outlined in the tender.

Project mobilisation and delivery

Working with organisational stakeholders, establish project organisation, resourcing and governance.
In conjunction with internal stakeholders and selected suppliers, develop and manage scoping documentation, project and phase schedules, risk registers and other project control artefacts.
Plan and manage project resources required to meet project milestones.
Establish the project organisation work structure and resource requirements.
Plan and manage multiple streams of activity required to successfully deliver the project and ensure that project activities proceed in line with good project delivery practice.
Manage project phases ensuring requirements and deliverables are clearly defined, agreed and documented. Ensure requirements are signed off by business representatives and stakeholders before commencing subsequent phases. Identify and manage project risks and contingencies, ensuring risk escalation in a timely fashion.
Manage project scope and change control procedures, escalating blocking issues quickly and efficiently. Particularly at the outset of the project, work closely with a variety of stakeholders in capturing requirements.
Ensure that the project team develops a content architecture reflecting the current and planned remit of the organisation, and which is sustainable to flex as the remit of the organisation evolves.
Coordinate activities required to provide website integration, inbound and outbound, with HPRA enterprise systems and databases.
Ensure project proceeds on schedule, activities are completed on time, on budget, to required quality standards.
Manage supplier deliverables to ensure the requirements are user tested and signed off as required by tender specifications.

Transition to go live

Coordinate all aspects of test planning and signoff to ensure the website operates and is supported as intended. Manage and coordinate pre-launch testing in conjunction with supplier and organisation stakeholders
Assist with the establishment of post go live site management and governance.
Plan and coordinate activities required for the transition to go live including but not limited to data loads, hosting and support arrangements, functional testing sign off, integration, transition to support and stabilisation

Qualifications

  • At least 4 years of project management
  • Possess a recognised formal qualification in project management (PMP, Prince2).
  • 4-6 years of substantial professional experience in their specialised field.
  • A trusted performer on a wide range of client-facing consultancy projects in either the private and public sectors.
  • Ability to participate in multi-disciplinary teams and to work independently (with limited supervision).
  • Performs professional level analysis requiring technical skills and independent initiative within a well-defined programme of work.
  • Seior team leader with the ability to deputise for the senior responsible person and coach and mentor more junior staff.
  • Contacts with clients predominantly at a working level.
  • Can engage with clients at strategic/management level if required.
  • Must have a certificate under the Common European Framework of Reference for Languages at level C2 Mastery or Proficiency, or equivalent if not native English speaker.
  • The resource must be available to provide services from the commencement date of the services estimated to be early June 2022
  • We offer Hybrid working model - (3 days onsite/2 days offsite)
