Head of Operations and DevOps

The Role

As a Head of Technology OperationHeadOIfs in ICIS Technology you will work closely with the VP of Technology and the team of peers wHeaho are heading delivery organisations and architecture. Your role will be to embed the DevOps culture and implement the operational best practice ensuring ICIS Technology efficiently provides secure and reliable systems to our customers.

You will lead teams of Site Reliability Engineers and App Support specialists ensuring all outcomes and metrics are delivered in full and on time. You will be accountable for effective monitoring and incident detection and management processes. You will drive sharing and collaboration across ICIS development squads to ensure best of breed practices are adopted across all teams.

This new role is a part of ICIS Technology transformation and you will need to be a dynamic and an experienced leader who feels confident implementing change and challenging cultures. Working with multiple technology and business stakeholders you will be a proponent and a guardian of the DevOps culture within ICIS and also within the larger RELX family.

To be successful in the role you will have:

Establish yourself as a leader of an effective SRE and Operations group

Ensure that ICIS has standard and common and fully automated pipelines and processes minimising manual work

Established, implemented solution operational management in a common and standard model. Inc: monitoring, uptime reporting, incident management, Out of hours response and cover

Squads are enabled to do continuous delivery - proven by metrics (such as reduction in the average time of deployments)

You will be a leader and driver with natural authority and establish yourself as a key member of the Technology Leadership Team. Have a strong influence on stakeholders and deliver measured improvement in the reliability of the ICIS customer-facing products.

Job Description

This role reports to the ICIS VP of Technology and is accountable for the structuring and effective day to day running of the Site Reliability Engineering (SRE) and AppSupport teams. This includes operating out of hours support rotas (OOH), ensuring development of tools and deployment pipelines follows agreed standardised patterns and complies with all security policies, maintaining close and strong relationships with the Central Technology teams of RSG, ensuring the monitoring of production systems is effective providing not only operational stats and alerts but also customer KPIs such as meaningful performance metrics. This role is responsible for infrastructure capacity management, tooling maintenance, incident management, policy implementation and governance as well as third party tools provider contracts and vendor relationships.

The Head of Operations and DevOps is a key senior role advancing the joint ICIS business and technology transformation plans into a data and analytics business and is a strong influence on the approach that is taken. Working as a team with the VP of Technology and the Head of Architecture, the incumbent forms strong relationships with the senior business stakeholders and collaborates on the strategic initiatives and development roadmaps. The role drives and manages ICIS Technology improvement actions as agreed with the Technology leadership.

QUALIFICATIONS:

Leadership experience or demonstrated experience managing operational teams working in close collaboration with Agile development teams in a DevOps culture

BSc Engineering/Computer Science or relevant experience

TECHNICAL SKILLS:

Extensive technical experience of Working within the public cloud – AWS, Azure or GCP

Extensive technical experience of Operations, DevOps and SRE Environments

Familiarity or experience with the following:

Coding and scripting experience – e.g. Powershell, Bash, Python or equivalent.

Excellent troubleshooting experience & skills.

Configuration Management tools – e.g. Ansible, Puppet, Chef or equivalents.

Security and penetration assessment tools such as – SonarQube, CheckMarx, AppScan, BurpSuite, OWASP ZAP Proxy, WebInspect, Fortify, Veracode, Nessus etc.

OWASP Top 10/ SANS Top 25

Use of orchestration tools such as Terraform, Ansible or CloudFormation.

Hands-on experience of Linux and Windows server including support and troubleshooting.

Continuous Integration/Delivery tools - e.g Gitlab or Jenkins.

Experience working with containerised workloads such as Docker.

Experience with Log Management tools e.g – Elastic Stack, Graylog or Splunk

Experience working with an enterprise RDBMS such as MySQL and/or Microsoft SQL Server.

Use of Secret Management services e.g - Hashicorp Vault

Experience with any high-level programming language.

Familiarity with application security testing, different types of security vulnerabilities and tools for countermeasure

Experience with different deployment methodologies.

Metric and Scorecard development skills.

Knowledge of change control and associated procedures.

Understanding of corporate/public regulations.

People

Leadership of the Ops & DevOps team including clarity of roles and responsibilities and the skills growth strategy

Effective management of Site Reliability Engineer teams comprised of FTEs and vendor contractors to ensure all deliverables and metrics are delivered in full, and on time.

Effective management of Application Support team driving monitoring, cross-department communications and incident management process including incident reviews and long term actions.

Organising teams to support out of hours support rotas

Rotating staff within the teams to ensure developers have experience of working in an SRE Environment.

Sharing and collaboration across the ICIS and the wider RSG teams to ensure best of breed practices are adopted across the teams.

Leading a team of teams and virtually managing globally distributed resources with focus on learning, growth and talent development.

Owning third party vendor relationships for software providers

Technical

Ultimate Accountability across ICIS for uptime and resiliency of our products.

Delivery of resilient application stacks via "Infrastructure as Code" and other DevOps practices.

Driving automation to aid productivity to minimise the amount of traditional Operational effort and maximise Infrastructure as Code.

Driving use of standards and patterns as agreed with the Architecture team.

Monitoring and on-going support of critical, high revenue business applications.

Diagnosis and resolution of complex system and application issues.

Maintenance of systems / application documentation for technical and non-technical audiences.

Accountability across the ICIS estate to ensure legacy is managed and externally driven changes are implemented safely and on a timely basis.

Responsibility for examining large and complex releases to ensure system resilience.

Governance

Ownership of the Strategic Improvement Roadmap for Operations and DevOps

Coordination of strategic projects and support of the Product and Technology delivery roadmap.

Supporting the activities of the Business InfoSec Officer (BISO) implementing changes driven by security policy.

Implementing licence-driven updates.

Supporting the activities of the Data Privacy Office (DPO) implementing changes driven by data privacy policy and legislation.

Identifying risks and issues, escalating where needed.

Strategic Leadership

Working with multiple technology and business stakeholders as an evangelist and a guardian of the agile DevOps culture as a key element of business transformation.

Working within the Technology leadership team (TLT) to agree and execute strategic improvement initiatives.

Leading / contributing to cross-company chapters and guilds focused on DevOps best practice.
