Role Summary


The ICT Vendor and Contracts Manager will work in the Information and Communications Technology Department reporting to the Head of ICT Service Integration. The role will work closely with the ICT Business Services and ICT Operations teams in addition to the ICT Project Management Office, and relevant persons in Finance and ICT Finance. The role has primary responsibility for vendor and contract management for all ICT activities including project and other work activities.

Principal Responsibilities



  • Co-ordinate vendor management and engagement activities throughout ICT

  • Manage ICT contracts that form part of the contracts register and conduct regular reviews for completeness

  • Ensure quality of service delivery from vendors, using technical knowledge to ensure that vendor proposals and responses are appropriate and fit for purpose

  • Manage ICT support contracts and service, supporting the ICT environment, to ensure quality and value for money

  • Coordinate, implement, and support effective ICT service level management agreements with ICT vendors and suppliers

  • Collate ICT requirements, co-ordinate ICT Subject Matter Expert inputs, conduct market research and assist in the drafting of tender documents

  • Operate as the lead ICT representative in tender evaluation as conducted by the central Procurement team

  • Develop and maintain ICT procurement templates to be used as part of the procurement process

  • Act as point of escalation for any issues with ICT service providers, providing communication to all stakeholders and managing the supplier to ensure a timely solution

  • Assist with and provide support to other operations and projects activities as and when required

  • Support ICT management to in the review and implementation of ICT contracts

  • Liaise with ICT Finance in regular reviews of third-party vendor ICT expenditure, statements of work and service contracts



Business Partnering

  • Engage with key business contacts and develop working relationships across all business units and corporate functions

  • Engage with business unit representatives (eg ICT Liaisons) and ICT staff to determine technology and system requirements and costs in conjunction with ICT Senior Management



Reporting & updates
  • Providing regular ICT Vendor and Contacts activity reports and updates to ICT Senior Management


Qualifications and Experience

  • 5+ years' relevant industry experience

  • Experience in following areas, especially within the Public Sector, would be a distinct advantage:

  • Procurement processes (eTenders and OEJU) incl OGP frameworks

  • Purchasing activity

  • Vendor management

  • General contracts management activities

  • Licensing

  • Microsoft

  • Oracle

  • Cloud services/cloud service providers

  • Knowledge of technology platforms, systems, and licensing arrangements for on-premise, hybrid and cloud solutions

  • Cloud Service and Cloud Service providers, SLA's and consumption based models



Skills and Competencies

  1. Strong communication and relationship-building skills

  2. A high level of accuracy and attention to detail

  3. Diligent and self-motivated and able work under own initiative

  4. Knowledge of the internal and external audit process

  5. Proficient using Microsoft Office applications- Excel, Word, & PowerPoint
