Software Development Specialist

The Department of Children and Families (DCF), Office of Research Evaluation and Reporting seeks three (3) qualified candidates for our Software Development Specialist 1 vacancies. These positions will be located in Trenton, NJ.

Under close supervision and monitoring in a state or local government agency, performs analysis, maintenance, programming and support work on modules of existing systems; may develop web applications or websites; does other related work.


EDUCATION: Bachelor's degree from an accredited college or university.

EXPERIENCE: One (1) year of programming, systems programming or computer analysis experience.

NOTE: A Master's degree in an information technology field may be substituted for the required experience.


The Software Development Specialist 1 position will function as the WebFOCUS Developer with required experience in developing business applications, preferably using WebFOCUS version 7.6 or higher, including: WebFOCUS Managed Reporting, Self-Service InfoApps, InfoAssist+, Dashboard, and Dialogue Manager.

Candidates with Cobol, Oracle SQL, PL/SQL, Business Objects, HTML, JavaScript, Visual Basic, and Microsoft Office suite experience preferred. Experience with relational databases, object-oriented programming concepts, J2EE, UNIX and WebSphere is a plus.


The Software Development Specialist 1 position will support DCF (CYBER and NJ SPIRIT) in the conversion of the new Medicaid platform and the conversion from local to national codes.

The anticipated responsibilities of this position include:

. Monitor and research issues with the Special Program Code attachment at Medicaid

. Support the recommendation, implementation and testing of system changes due to modernization of the NJ Medicaid Management Information System (MMIS) system

. Conduct data quality checks and research data anomalies

. Support the creation and quality testing of regular and ad-hoc data reports

. Support the testing of Procedure Code Changes in MMIS

. Validate and correct data

NOTE: At least one (1) year experience working with Medicaid data. Knowledge of NJ FamilyCare, the Medicaid Shared Data Warehouse, and prior authorization and claiming process, preferred.


The Software Development Specialist 1 will provide technical and administrative support for data collection, data management and analysis, quality assurance and reporting.

The anticipated responsibilities of this position include:

. Design and code survey in data collection software

. Develop codebook for management of longitudinal data

. Oversee technical administration of monthly survey

. Oversee and support data extracting, merging and restructuring

. Conduct data quality checks of survey data and contract inventory

. Support contract leads and program leads to use database for quality assurance

. Produce analytical datasets to be used in Tableau

. Build data structure and create interactive data visualizations in Tableau
