Short term (six month extendable) opportunity to join Property team as a Works Compliance Coordinator, in the divestment of complete property portfolio.


30 + hours (negotiable) £26 - 30K pro rata, depending on experience.

The Jesus Fellowship Community Trust ('JFCT') is a large, property-owning trust, which for many years operated to provide the housing needs for the largest mixed, residential Christian community in the UK. That community has now disbanded and over the next 12-18 months, the JFCT is consequently liquidating its property portfolio to provide for the needs of the Trust's beneficial members and also to deliver a redress scheme. This redress scheme will provide meaningful recognition of various historic harms and abuse experienced by people, related to the history of the community and its associated church, the Jesus Fellowship.

Job Purpose:

Organise and oversee repair/ improvement works to our property portfolio, and organise compliance with statutory obligations pertaining to the properties

Overview

JFCT is undergoing sale of its entire property portfolio. In the interim, most of the properties are tenanted. The role supports JFCT in its management of those tenancies and in the process of divesting the portfolio, and covers two main aspects: Works - overseeing a programme of repair/ improvement works to the JFCT property portfolio to ready the properties for sale; Compliance - coordinating works and actions required to achieve and maintain compliance with statutory obligations including asbestos management/ fire risk assessment/ legionella

Person specification

· relevant experience in property management including construction trades, building services, building regulations, site health & safety, and appointment of contractors

· a construction related qualification at NVQ level 4 equivalent or higher would be preferable, and/ or membership of an appropriate trade or professional body

· however, no qualifications are necessary if competence can be demonstrated by relevant experience

· must have excellent written and verbal communication skills and be able to effectively coordinate between senior management, professional advisors and trades

· must be conversant with Microsoft Office applications including Word, Excel and Outlook

· must have clean driving licence and use of own vehicle for attending office and site locations

Role details

Works management:

· receive recommendations for repairs/ improvements from our selling Agents and turn these into written works orders

· organise works arising from statutory inspections and surveys (e.g. electrical installation condition reports)

· cost works by means of obtaining quotes

· expend within pre-authorised budgets or otherwise report on proposed expenditure to Head of Property and obtain instructions to proceed

· appoint suppliers/ contractors and monitor works on site to completion, dealing with snags and agreeing final account

· discharge client CDM duties (including COVID secure measures)

· coordinate access to tenanted properties with JFCT Tenancy Manager

· where applicable engage with Building Control/ Planning Officer

Compliance management:

· review current position with regard to compliance (e.g. dates of electrical certificates) that are currently in place but may be out of date, reporting to Head of Property

· identify actions required to achieve and maintain compliance with statutory and insurers' obligations, including: legionella control, asbestos management, fire safety, electrical safety, health & safety generally

· organise implementation of those actions i.e. required surveys/ works

Other tasks:

· discharge insurers requirements with respect to vacant properties, namely notifying insurer when vacancy occurs, implementing risk management requirements in the policy, undertaking or delegating weekly checks on vacant property and keeping a register of such checks

· any other duties required by the Property Team, from time-to-time
