An opportunity has arisen for a Fire Systems Project Engineer to join our expanding contract based in Prestwick.

The hours of work are: 8am - 5pm (Monday to Friday).

Job Purpose:

Project focal point at the Prestwick Centre to manage delivery, stakeholders, issues and risks in delivering the Prestwick Centre upgrade to the FMS.

Provide additional expertise and assurance to the acceptance team, in evaluating Supplier designs, installation and commissioning.

Responsible and accountable for determining and documenting with the Supplier Test and Transition activities, procedures and plans. required to demonstrate the system performs to requirements and is transitioned into service in accordance with the base-lined plans.

Acting as representative witnessing the project testing and commissioning activities.

Resource Responsibilities:

Review and Comment upon the Design Drawings and Specifications prepared by the Supplier, providing assurance to that the designs prepared are compliant to contractual requirements documentation.

Manage review and closure of technical comments associated with the Supplier design and implementation/commissioning documentation.

Attend site and office based technical and progress meetings as requested in relation to the Project Engineer support role.

Engage unit stakeholders and Principal Contractor in the development and agreement of a transition programme and manage its activities to the agreed timescales.

Assess the Supplier design and implementation strategy for retrofitting the new fire alarm system by combination of site survey and review of plant record drawings and new system proposals. Present findings to ADA and Supplier prior to implementation of associated works.

Review and Comment upon Method Statements and Risk Assessments prepared by the Supplier from a safeguarding perspective; i.e. to provide assurance that NATS assets on the site and air traffic control services dependent upon site assets are unaffected by the activity planned unless such activities are intentionally planned to involve NATS operational undertakings / site assets.

Preparation of Operational Risk Assessments (ORA)s for the review and approval of works. The ORAs shall be undertaken in close conjunction with the Asset Operator and Electrical Manager.

Responsibility for the follow up of ORA reviews in a timely manner, and for the submission of approved ORAs to the EPAC system for reference in NEFIS.

Ensure NEFIS are raised and followed up such that they are approved in time for works to proceed on programme.

Deliver daily briefings (i.e. at commencement and end of days’ work,) to Service Manager/Facilities Management Systems Controller of planned works in line with ORA/NEFIS.

Responsible for ensuring that all mitigations identified in ORAs are carried out and ensuring that the Supplier(s) are complying with the NEFIS process.

Maintain as necessary a record of events throughout the course of the implementation phase, noting significant issues and significant events.

Inspect the works on an on-going basis and advise the Supplier to resolve errors and any omissions with their work as completed against the ‘For Construction’ Specifications and Drawings before it’s formally offered as complete by the Contractor.

Inspect the works when invited by the Supplier (as being ready for inspection) and raise formal snags or errors and omissions with their completed works as completed against the ‘For Construction’ Specifications and Drawings

Witness inspection and / or testing of the works when offered as complete by the Supplier, particularly where works will subsequently be concealed by further work and / or when Asset Engineers are unable to attend.

Witnessing of testing would include FATS, SATS, Transition and Integration Testing.

Raise formal snags where witnessed inspection and / or tests do not meet the requirements of the ‘For Construction’ Specifications and Drawings.

Prepare, update and maintain a site Snag List

Witness completion of Snags when offered as complete by the Supplier

Act as Representative whilst on site, providing liaison and coordination between the Supplier and Project & Asset Engineering staff.

Assist quantify interim and / or final evaluations when requested.

Provide a regular Report to the Asset Design Authority, Prestwick FM Asset Operator and Electrical Manager summarising key events and key achievements in the period.

Assessing and checking of the O&M Manual and as fitted drawings, providing commentary back to the Supplier on any missing information and anomalies with the as fitted documentation.

Keep a track and record of any delays caused by Client or Supplier relating to work in progress and of any site instructions issued for works outside the scope of the contract.

Reviewing site process & operating procedures impacted by the Project Works, working with the Project Implementation Contractor & Client Stakeholders to revise and up issue such documents.

Co-ordinate training for Client & FM Contractor Staff related to new equipment introduced to the site under the project. Compilation and filing of completed Test Scripts, preparing documents and collating evidence & artefacts required to support phased Partial Acceptance & Final Acceptance of the Project with Client Stakeholders. Populating the project Data Delivery Pack with the evidence provided by the Supplier.

Prepare, update and maintain an Issues an Actions Log to Track all project related issues, (e.g. related to Partial Acceptance Work Off’s, Client staff training, revision of site procedures, provision of Client information to the contractor, Legacy defects or problems outside of project scope of works).Witness completion of Snags when offered as complete by the Supplier

Participate with the preparation or review of the Client Works Authorisation Process and followed up such that they are approved in time for works to proceed on programme.

Inspect the works on an on-going basis and advise the Supplier to resolve errors and any omissions with their work as completed against the ‘For Construction’ Specifications and Drawings before it’s formally offered as complete by the Contractor.

Inspect the works when invited by the Supplier (as being ready for inspection) and raise formal snags or errors and omissions with their completed works as completed against the ‘For Construction’ Specifications and Drawings.

Review and comment on completeness & suitability of Contractor proposed Test Scripts and work with Client Asset Design Authority and Contractor to resolve any deficiencies.

Acting as client representative witnessing the project testing and commissioning activities

Person Specification:

In order to be the successful Electrical Project Engineer and have a chance to gain such an exciting opportunity you will ideally need to have the following:

Degree / HNC level qualification in relevant electrical/engineering discipline or equivalent experience

Experience in the design and development of Fire Management Systems in a critical facilities environment

Experience of managing subcontractors/suppliers, and demonstrable commercial awareness

Other Factors:
