Army National Guard (ARNG) Project Manager for Substance Abuse Program (SAP), Suicide Prevention Program (SPP) and Risk Reduction Support Program

SRI seeks a committed and passionate Project Manager to provide critical services to military members, Department of the Army civilians, and their Families.

Overview:

The Army National Guard (ARNG) is a geographically dispersed force whose members do not generally have the benefit of easily accessible installation-based services such as medical treatment facilities, Army Community Services, or Family Advocacy Programs. The ARNG has a higher illicit positive substance abuse testing rate than both the Active Army and the Army Reserves. The ARNG faces unique challenges to provide Substance Abuse Prevention (SAP) education, brief interventions, and referrals for assessments and treatment of National Guard Soldiers. The SAP encompasses prevention, referral to assessment services, education, risk reduction, leadership training, and assessment vouches, which positively affect retention efforts and enhance combat readiness.

The ARNG Suicide Prevention (SP) Program mission is to foster a nationwide commitment to provide resources, network community partners, increase suicide intervention skills, and follow-up in an effort to reduce risks across the force. The SP program services are aimed to lower risk, which may lead to acts of self-destructive behavior and provide support for commanders to ensure the safety of Soldiers and Family members.

Tasks and Responsibilities:

*

Provides leadership to expand the availability of effective treatment and recovery services for Substance Abuse and Suicide Prevention, to improve access, reduce barriers and promote high quality effective treatment and recovery services for ARNG Soldiers as well as for their Families and communities.

*

Foster the recognition of problematic substance use and its harmful effects for Service members, their families, and communities.

*

Ensures staffing levels remain at 100% fill rate for trained professionals, treatment personnel, and support staff required to ensure program effectiveness

*

Responsible for the performance of the work, contract compliance, and quality control.

*

Manages daily operations and performs a variety of activities in support of each assigned project.

*

Plans, directs, organizes, controls, and coordinates technical efforts, contractor manpower and team activities, including areas of administration, program control, and technical supervision of personnel involved in the project.

*

Responsible for planning and execution of all activities related to a contract task order.

*

Interfaces with the Government's Contracting Officer's Representative (COR), Assistant COR, and Functional Representatives.

*

Ensures that all personnel assigned to a task meet Government qualification standards and receive necessary training.

*

Reviews subcontractor deliverables. Responsible for contract compliance and quality control.

*

Reviews contract execution to identify problems and ensure that the Government is provided timely notification of funding or execution-related issues.

*

Establishes and maintains positive relationships with state Points of Contact (POC)

*

Implement program goals, objectives, and standard operating procedures.

*

Coordinates and conducts SP and bystander training for ARNG leaders and units that meet or supersede requirements.

*

Enters suicides, ideations, and attempts into the Critical Incident Management System (CIMS) within 48 hours of receiving a report and update the record within 48 hours of receiving additional information.

*

Establishes and maintains relationships with community-based providers.

*

Keeps the state resource catalog current.

*

Provides required weekly and monthly reports.

Required Skills, Education, Experience and Abilities:

*

Minimum of ten years relevant experience managing, staffing, overseeing, and completing large-scale Government projects of similar work.

*

A project management professional certification is preferred.

*

Masters level degree from an accredited academic institution, and have knowledge of military organizational structure, mission objectives, functions, procedures, regulations and policies pertaining to the Department of Defense.

*

Experience instructing and executive level briefing skills, which demonstrate flexibility with various audiences and topics.

*

Exceptional leadership, communication, time management, facilitation, and organizational skills.

*

Broad-base knowledge, experience, and skills in the areas of substance abuse prevention and suicide prevention, military personnel, casualty assistance, and Family programs as well as an understanding of the ARNG.

*

Must demonstrate knowledge of internet interaction, use of government's data bases, reports preparation, interpret regulations and analyze reports.

*

Pass a necessary background investigation.

*

Be computer literate and proficient in Microsoft Word, Excel, and Power Point.
*

Possess a current and valid state driver's license.

*

Be a self-starter and be able to execute responsibilities with minimum oversight.

*

Ability to plan and organize work activities to achieve established program objectives goals.

*

Be a US Citizen.
