JOB TITLE: Delicensing Assistant Project Manager LOCATION: Harwell, Didcot SALARY/RATE AND BENEFITS: Dependent upon experience START DATE: ASAP subject to clearance CONTRACT DETAILS: Permanent YOU MUST HAVE THE FOLLOWING: * Degree in a relevant subject (e.g. Environmental Science, Geography, Geology, Nuclear Sciences, Engineering; other scientific disciplines will be considered). * Experience in site characterisation works supervision * Experience in assessing land, materials or structures impacted by industrial activity and an ability to compile high quality technical reports to support site release documentation * Demonstrate an effective and robust approach to the production of complete and accurate information to support site release documentation * Experience in environmental sample management and field data recording * Demonstrate a good level of interpersonal skills to maintain good relationships with other site project teams by facilitating constructive dialogue and ensuring all perspectives are considered * Experience of performing functional tasks on projects with a basic understanding of Project Management process and procedures * Customer focussed with an ability to maintain and seek to enhance relationships and to continue to build positive relationships with customers, regulators and other stakeholders * Good general computer skills (MS Word, MS Excel) * Ability to maintain high standards of performance with responsibility and accountability for their decisions, behaviour and for successfully completing own assignments and tasks. * ESRI UK: Fundamentals of ArcGIS for Desktop 10.1 or equivalent knowledge and experience (or willingness to be trained within 3-6 months) * Familiarisation with processes relevant to the characterisation of materials, land or structures impacted by radioactivity (or a willingness to be trained in radiological characterisation to an appropriate level within 3-6 months) Ideally you will also have: * Familiarisation with environmental regulation relevant to land quality * Interest in working with records, maps and environmental information * Ability to promote a trusting and open working environment * Flexible and adaptable approach, willing to take on new work challenges THE ROLE: To support an assigned site in delicensing and decommissioning work through: o providing site characterisation works supervision (and associated compilation and review of method statements and risk assessments) o authoring technical reports in support of site release- specifically for Delicensing and Environmental Permitting Regulations 2016 permit surrender documentation o ensuring that adequate records are maintained for input into the site IMAGES/GIS land quality information system. Safety, Environment & Security * Maintain your own safe & secure workplace, identifying safety, environmental and information security risks and hazards then apply STAR and report unusual occurrences * Set out controls to ensure the safe delivery of tasks and ensure compliance with the local and company Management System * Maintain knowledge of the relevant local and company management systems * Identify risk on all work fronts and assess hazards and injury likelihood accordingly. * Document assessments and record actions * Use professional judgement to always consider relevant environmental and sustainability aspects when compiling works specifications for site characterisation and remediation. Leadership * Actively promote a collaborative approach to creating a safe workplace environment for staff, associated Contractors and Supplied Workers. * Monitor the performance of Contractors and Supplied Workers to ensure they are delivering to quality and plan. * Enable an environment for the project which is open, builds confidence, and achieves straightforward cost effective solutions, with a strong orientation towards compliant achievement of goals, targets and benefits. * Perform negotiation to achieve agreement, acceptance, consensus and alignment of views to achieve project goals Delivery * Provide site characterisation works supervision and project management. * Author technical reports for Delicensing and Environmental Permitting Regulations partial permit surrender documentation (including specialist assessments of radiological and non-radiological datasets). * Compile characterisation strategy documents and technical specifications for site works (in liaison with the Land Quality and GIS technical specialist). * Sample management from characterisation works including coordinating Radioactive Materials Transport with Contractors and RMC. * Field data collection, verification and management (in liaison with the IMAGES/GIS team). * Review and analyse radiological and non-radiological surveying/sampling data (in liaison with the Land Quality and GIS technical specialist). * Specify additional sampling/analysis as required and follow up with relevant contractors. * Compile technical reports of characterisation works for radiological and non- radiological contaminants. * Review historical information and data and compilation into technical reports * Ensure records from the above are available for input into IMAGES/GIS * Provide support to regulatory review and interactions following submission of each site release document (in liaison with the Land Quality and GIS technical specialist) * Assist the Land Quality and GIS Technical Specialist in resolving data gaps identified during quality assurance checks of surveying and sampling data, by reviewing project records and specifying further works where required. * Review lessons learnt (i.e. safety, environmental, security, technical, cost and schedule) from formal company systems and site staff on a regular basis. * Review works upon completion of projects and ensure lessons learnt are shared appropriately and are applied to future projects. * Act as a Demander for Site Works characterisation packages in the company business finance system and use this information to report cost and schedule performance as required to local cost engineers and project managers. * Work with the land quality records team and decommissioning project managers to produce accurate expenditure forecasts. * Compile work package contract documentation for site characterisation works (the main decommissioning and site remediation work is likely to be undertaken by Plant and Structures Staff for the Site Restoration Programme) * Provide project management of site characterisation works (including specifying works as well as managing, cost, schedule, safety, and technical performance management) * Provide routine site characterisation support services e.g. chain of custody forms, work logs, RAM transport documents, risk assessments. * Provide support to information/data management/routine mapping tasks of the team as required. * Provide technical specification, report compilation and review activities to support site release from regulatory requirements * Work with the land quality records (IMAGES/GIS) team to enable the completion of site release documentation as detailed above * Provide supervision for site characterisation work and act as interface with relevant site investigation contractors and analytical laboratories * Provide technical support to regulatory review processes for Delicensing and Environmental Permitting Regulations permit surrender * Contribute to the proactive long term management of records and data * Work with other members of the Harwell Site Restoration and Decommissioning teams to improve the quality of information received from projects and contractors to ensure the records can be used to assist the site in achieving its site release objectives. * Support the effective deployment of company-wide policies, processes, systems and procedures ensuring that at all time the business remains compliant.
