We are currently seeking two Senior Web Application Developer (front-end; Information Systems Specialist 7) positions. One position will be a full-time, limited duration (scheduled to end June 30, 2021) position and one will be full-time, permanent position, both in our Salem, Oregon office is represented by the Service Employees International Union (SEIU).

These two Senior Web Application Developer positions are located in the Office of Finance & Information Technology, specifically in IT's Application Development Unit. This unit's primary functions are the support of technology to deliver on initiatives and meet ODE's technology needs in support of the ODE mission to foster excellence for every learner through innovation, collaboration, leadership and service to our education partners. The work of OFIT affects all internal staff and every school, program, school district and ESD in the state. Nearly all students in the State of Oregon public school system are affected by the work in this unit.

Our application development team is looking for an innovative, outgoing new members to help us develop and support our applications and database systems. Our team includes Business Analysts, Quality Assurance Analysts, Application Developers and Database Developers. We work together as a team to provide our customers the best solutions for their education needs.

What you will do !

The persons we seek will be responsible for:
Analyzing business requirements
Working together with team members to design web applications
Provide application development expertise at the senior level for large, complex systems that span multiple business lines
Work directly with business analyst, other developers and customers to problem-solve issues, plan future development needs and document application specifications

You will be expected to:
Work on a multitude of applications that support the work of ODE staff and education professionals in Oregon
Learn to use the ODE standard tool-set for development, security, accessibility monitoring and coding, documentation, communication and deployment of changes on a weekly basis
Develop, maintain, fix and design web and Windows applications
Rewrite old applications to meet customer and enterprise needs
Work in a demanding, fun and fast-paced environment
Work independently and with teams on multiple simultaneous projects

Working Conditions :

Typical office environment. Will spend majority of workday using computers and other technology devices. May require occasional evening or weekend work to meet deadlines or resolve problems. At times may be requested to be on call to resolve technology issues to ensure uninterrupted network services to staff and school district users. Occasional travel to other agency sites. A valid driver's license is preferred, or the employee must be able to provide an acceptable alternative method of transportation.

What are we looking for?

MINIMUM QUALIFICATIONS:

(a) Six (6) years of information systems experience in application development:

OR

(b) An Associate's degree in Computer Science, Information Technology, or related field, OR completion of a two (2) year accredited vocational training program in information technology or related field;

AND

four (4) years of information systems experience in application development:

OR

(c) A Bachelor's degree in Information Technology, Computer Science, or a related field

AND

two (2) years of information systems experience in application development:

OR

(d) Master's degree in Information Technology, Computer Science, or a related field may substitute for all of the above.

Required experience:

The developer must have experience and the capability to program in the following:


HTML
C#

Must have working knowledge of:
T-SQL
JavaScript
TFS - Team Foundation Server
Visual Studio

Desired Attributes/Skills

The ideal candidate will possess the following attributes:
Strong customer service skills
Knowledge and experience in application lifecycle, tools and technologies
Intermediate to expert skill in writing , classic ASP and MVC applications using or C#
Proficient in using Microsoft Visual Studio
Intermediate to expert knowledge with the following technology: HTML5, CSS and IIS
Experience working experience with web development technologies including the following
HTML5, Rest, JQuery, JSON and XML
Intermediate skills in creating Web Services
Intermediate to expert skills in SQL, database programming and familiarity with Microsoft SQL server databases
Intermediate skills with Microsoft Team Foundation Server
Experience creating intuitive interfaces and interaction using best practices and current Web trends
Excellent written and verbal communication skills and the ability to interact with a variety of customers and stakeholders
Ability to effectively solve problems in an active, multi-tasking environment
Ability to learn quickly and adapt to the changing environments
Ability to work with minimal direction and supervision
Team player and works well with people from diverse backgrounds
Understand and remediate applications that are not accessible based on WCAG 2.0 standards
