Role Overview
The MorePeople Executive team are delighted to exclusively partner with the North Level District - Internal Drainage Board (NLIDB) to support the appointment of their next CEO.
The NLIDB is an independent statutory authority operating under the Land Drainage Act 1991, with responsibility for protecting one of England's most economically important lowland landscapes.
This is an opportunity to lead one of England's most strategically important flood risk management organisations at a time when climate resilience, infrastructure investment and environmental stewardship have never been more important.
Job Purpose
The Chief Executive is responsible for the overall leadership, strategic direction, and operational management of the Board. The role ensures that all statutory duties under the Land Drainage Act 1991, are fulfilled and that the Board's decisions are effectively implemented. The postholder acts as the principal advisor to the Board, providing expert guidance on policy, governance, legislation, and financial management.
Accountabilities
Strategic Leadership & Governance
Lead development and review of Board strategy and policies
Advise Board to support effective decision-making
Monitor performance and recommend improvements
Advise on legislative and regulatory changes
Ensure compliance with statutory obligationsCorporate Management & Administration
Manage day-to-day operations
Lead and develop executive team
Conduct staff appraisals and performance management
Prepare and attend Board meetings
Maintain records and correspondence
Implement Board decisions effectively
Act as Returning OfficerFinancial Management
Develop financial strategy and ensure value for money
Prepare annual budgets and set levies
Oversee income collection
Manage accounts and audits
Maintain VAT and PAYE compliance
Manage cash flow, banking and investments
Prepare financial reports and grant applicationsLegal Responsibilities
Manage legal agreements
Liaise with solicitors
Represent Board in legal mattersAsset & Property Management
Maintain property register
Ensure maintenance and security of assetsHealth & Safety
Develop and review health & safety policies
Ensure compliance and promote safe working practicesAbout You
