Portfolio Procurement has been engaged by our Greater London based client to recruit for a Purchasing Manager (Public Sector)

The role:

With a focus on strategic sourcing & tendering, the postholder will be focusing on, lead and manage end-to-end procurement exercises, including regulated FTS tenders and framework-based awards, maintain oversight of the procurement pipeline and actively support stakeholders in selecting and using compliant procurement routes.

Duties:

Proactively develop, maintain, and monitor the procurement pipeline, ensuring upcoming requirements are identified early and aligned to regulatory thresholds and delivery timelines.
Work with central teams to forecast procurement requirements, including aggregation opportunities and group wide sourcing strategies.
Identify procurements that may require FTS procedures, framework access, or alternative compliant routes and escalate early to the Head of Procurement where appropriate.
Use pipeline intelligence to reduce reliance on waivers and urgent/non-planned procurements. Procurement Operations
Lead end-to-end regulated procurement exercises, including open, restricted and other FTS procedures, from strategy development through to contract award and standstill.
Advise stakeholders on the most appropriate procurement route for their requirements (e.g. FTS tender, framework direct award, mini-competition, quotation).
Develop procurement documentation including specifications, evaluation models, award reports, and governance papers suitable for audit and executive scrutiny.
Ensure compliance with Procurement Act 2023, internal thresholds, Scheme of Delegation and Trust policies.

Key Requirements:

Minimum 5 years' procurement experience within the public sector.
Strong understanding of the Procurement Act 2023 (PA2023) and experience running compliant tender processes.
Experience publishing and managing procurement notices via the CDP.
CIPS Level 4 qualification as a minimum requirement.
Proven ability to manage end-to-end procurement and contract management activities.
Strong stakeholder management and supplier engagement skills.
Education sector experience is desirable.
