The Opportunity
An exciting opportunity has arisen due to continued growth across a portfolio of major infrastructure and energy projects. This senior level position offers the chance to lead commercial assurance and governance activities on large scale heavy civil engineering packages, playing a critical role in validating project costs, managing commercial risk and influencing key investment decisions.
Working within a highly complex project environment, you will provide expert challenge and assurance to Target Outturn Cost (TOC) submissions, procurement strategies, risk allowances and preconstruction planning activities. This role is ideally suited to a commercially astute Senior Project Manager with strong experience in heavy civils, target cost environments and commercial governance who can confidently engage with senior stakeholders and lead assurance reviews.
Your duties and responsibilities will be
Lead assurance reviews of Target Outturn Cost (TOC) submissions across major heavy civil engineering packages
Challenge cost estimates, risk allowances, pricing methodologies and commercial assumptions
Review QSRA and QCRA analyses, ensuring compliance with governance requirements and assurance frameworks
Support procurement strategy development, TOC validation, contract reviews and commercial negotiations
Lead assurance workshops, governance forums and key stakeholder engagement activities
Assess project risks, challenge contingency allowances and validate cost optimisation initiatives
Provide expert commercial and strategic advice to senior project stakeholders
Drive robust governance, transparency and value for money outcomes throughout project delivery
You will have the following qualifications & experience:
Degree qualified in Quantity Surveying, Commercial Management, Civil Engineering or a related discipline
Significant experience within major infrastructure or heavy civil engineering projects
Strong background in pre construction, estimating, procurement, quantity surveying and commercial management
Experience reviewing and challenging TOC or target cost submissions
Knowledge of QSRA/QCRA risk analysis, contingency management and cost planning techniques
Understanding of NEC and/or alliance style contracting models
Proven ability to lead governance reviews, assurance activities and stakeholder engagement
Experience gained within a Tier 1 contractor, consultancy or major project delivery organisation
It’s great if you also have the following
MRICS or equivalent professional accreditation
Experience within highly regulated environments
Exposure to major energy, infrastructure or nationally significant programmes
Experience facilitating governance boards, assurance panels and senior level reviews
Strong understanding of value engineering and cost optimisation methodologies

This is a hybrid position within a major project and programme delivery environment, requiring close collaboration with commercial, procurement, engineering and project leadership teams.
