We are seeking an experienced Principal Building Safety Manager to lead and oversee building safety across Westminster's housing portfolio, ensuring full compliance with the Building Safety Act 2022 and associated legislation.
This is a senior leadership role reporting to the Head of Compliance & Building Safety, with responsibility for managing a multidisciplinary team and delivering high-quality building safety strategies for High-Risk Buildings (HRBs).
Key Responsibilities:
Lead the development, implementation and continuous improvement of building safety policies, processes and procedures
Manage a team including Building Safety Managers, Structural Engineer, and Resident Engagement resources
Oversee the delivery and quality assurance of Building Safety Case Reports and risk assessments
Ensure all in-scope buildings are registered with the Building Safety Regulator
Drive the "golden thread" of building safety information across the housing portfolio
Coordinate building safety programmes and allocate actions to planned and reactive works teams
Provide expert advice on fire and building safety to internal stakeholders
Lead building safety committee meetings and report regularly on compliance, risks and KPIs
Oversee resident engagement strategies and ensure delivery of safety information packs
Support procurement of fire remediation and improvement works
Contribute to Gateway applications and major works programmes
Ensure compliance with mandatory occurrence reporting requirements
Maintain oversight of legislation including the Fire Safety Act 2021 and Building Safety Act 2022
Promote a strong building safety culture across the organisation and supply chain

Full adherence to building safety legislation and regulatory requirements
Improved resident engagement and safety awareness
Strong cross-departmental collaboration to embed building safety best practice
Skills & Experience:
Extensive experience in building safety, building surveying, or construction within housing (public or private sector)
Strong knowledge of building safety legislation and regulatory frameworks
Proven experience managing complex programmes and multidisciplinary teams
Experience developing and reviewing safety case reports and fire risk strategies
Strong stakeholder management skills, including working with residents, leaseholders and senior leaders
Financial awareness and ability to plan and forecast budgets
Excellent written and verbal communication skillsDesirable:
Local Government experience
Experience working with consultancy and contractor supply chains
Understanding of leaseholder responsibilities (including Section 20 processes)
Qualifications:
NEBOSH Fire Safety Management (or equivalent Level 3 qualification)
Degree in Building Surveying, Fire Engineering or related discipline
Affiliation with IFSM or IFE
Demonstrable competence in reviewing building safety assessmentsDesirable:
Membership of a professional body (RICS, CIOB, CABE, RIBA)
