You'll have the opportunity to build and shape the function, influence senior stakeholders, and establish robust frameworks that support both regulatory compliance and organisational performance.
If you've led training, competence or professionalisation programmes in a regulated environment and enjoy creating structure, assurance and sustainable capability, we'd love to hear from you.

Lead the organisation's approach to training, competence, compliance learning and capability development.
Develop and maintain competency and assurance frameworks aligned to regulatory requirements.
Own and continuously improve the mandatory training framework.
Manage role-specific qualification and competency pathways.
Lead the governance and assurance of organisational capability requirements.
Design and implement competence assessment processes.
Identify skills gaps through learning needs analysis and deliver effective learning solutions.
Develop and maintain the organisation-wide training calendar.
Oversee regulatory learning programmes and compliance training.
Produce internal and external compliance reports, including submissions to regulatory bodies.
Provide evidence and assurance for audits, inspections and regulatory reviews.
Monitor learning effectiveness, compliance performance and training outcomes.
Partner with leaders across the organisation to build a culture of continuous learning and improvement.
Why join us?
This is a rare opportunity to build something from the ground up.
You'll be joining an expanding team in a role with genuine visibility and influence across the organisation. You'll have the autonomy to shape processes, create frameworks and establish best practice while playing a critical role in ensuring we have the capability, compliance and professional standards needed to deliver for our customers and communities.
Salary
The spot salary for this post is £48,397 per annum for applicants who fully meet the requirements of the post. If you’re still developing some of the skills or experience, you can start at a salary 5% or 10% below the spot rate, with clear support and progression opportunities to reach the full amount.
About you
Experience of leading capability, learning, training, compliance or professionalisation programmes.
Experience of developing and implementing capability frameworks, competency standards or workforce development initiatives.
Experience working within a compliance, governance, assurance or regulated environment.
Ability to analyse data, identify trends and produce reports and insights for senior stakeholders.
Strong stakeholder management and influencing skills, with the ability to build effective relationships across all levels.
Experience designing and delivering learning and development solutions.
Excellent written and verbal communication skills, with the ability to present information clearly to diverse audiences.
The successful applicant will be subject to pre‑employment checks, such as DBS and social media screening, before an offer is confirmed.
