Housing Standards Enforcement Officer - 2-Year Fixed-Term Contract / Secondment Opportunity

Join our Housing Standards team and play a vital role in improving residents' lives across our communities. As a Housing Standards Enforcement Officer, you will be at the forefront of ensuring homes in the private rented sector are safe, warm, and healthy.

We welcome applications from both external candidates and internal employees seeking a development opportunity through a secondment arrangement (subject to managerial approval). This role offers valuable experience in private sector housing enforcement within a busy and ambitious Housing Standards service.

About the Role

This is a key role within our Private Sector Housing Investigations function. You will manage a varied and often complex caseload, using your knowledge of housing and environmental health legislation to investigate complaints, assess housing conditions, and take proportionate enforcement action where necessary.

You will:

Lead and manage complex enforcement cases from initial investigation through to resolution
Inspect and assess housing conditions using the Housing Health and Safety Rating System (HHSRS), identifying Category 1 and Category 2 hazards and determining appropriate interventions
Apply relevant legislation (including Housing Act 2004 and associated regulations) to drive compliance
Prepare evidence and represent the Council in legal proceedings where required
Work closely with residents, landlords, managing agents, and partner agencies
Provide specialist advice and guidance to colleagues across the service
Contribute to continuous service improvement and the development of best practiceAbout You

We are looking for a confident, proactive professional who can manage competing priorities and deliver effective outcomes in a regulatory environment.

You will bring:

Strong working knowledge of housing, environmental health, or regulatory enforcement legislation
Experience of managing complex investigations and enforcement action
The ability to influence and negotiate with a wide range of stakeholders
Excellent written and verbal communication skills
A structured and organised approach to case management
Confidence to make robust, defensible decisionsA relevant Environmental Health qualification (or progress towards one) is essential.
