Lynx Employment Services are recruiting on behalf of our client for an experienced Development Management Team Leader (Planning) to provide maternity cover within a busy Local Authority Planning Service.
This is an excellent opportunity for an experienced planning professional to lead a team of Planning Officers while managing a small portfolio of strategic planning applications. You will play a key role in delivering a high-quality, legally robust planning service, supporting economic growth and sustainable development across the borough.
### The Role
You will lead and support a team of Principal, Senior and Planning Officers, ensuring planning applications are processed efficiently, performance targets are achieved, and high professional standards are maintained.
### Key Responsibilities
Lead, supervise and develop a team of Development Management Officers.
Determine complex and strategic planning applications under delegated powers.
Provide expert planning advice to Members, stakeholders, developers and the public.
Manage Planning Committee reports and support committee processes.
Oversee planning appeals, including Written Representations, Hearings and Public Inquiries.
Support planning enforcement decisions and ensure compliance with planning legislation.
Monitor service performance and implement improvements to planning processes.
Manage complaints, Ombudsman investigations and customer enquiries.
Provide pre-application advice for major developments.
Carry out site visits and represent the Council at meetings and public events.
### Essential Requirements
Degree (or equivalent) in Town Planning or a related discipline.
Full RTPI membership (or clear evidence of working towards membership).
Significant Development Management experience within a Local Authority.
Extensive knowledge of planning legislation, policy and development management.
Experience managing complex and contentious planning applications.
Previous supervisory or team leadership experience.
Experience preparing and presenting evidence at Planning Appeals or Public Inquiries.
Strong leadership, communication and decision-making skills.
Commitment to continuous professional development.
