About the Role

We are recruiting on behalf of a social housing provider for an experienced Quantity Surveyor to join their property services function. The organisation manages a diverse housing portfolio and is committed to delivering safe, high-quality, and cost-effective homes and services for residents.

This role will play a key part in providing commercial and cost management support across repairs, maintenance, and capital investment programmes, ensuring strong financial control, value for money, and full contractual compliance across all activities.

Key Purpose

You will support the effective delivery of property services by ensuring robust financial governance, accurate cost reporting, and proactive commercial management of contractor relationships. The role is central to maintaining affordability, transparency, and performance across the organisation’s housing investment and maintenance activity.

Key Responsibilities

* Oversee the commercial and financial management of repairs, maintenance, and asset investment contracts within a social housing environment.

* Prepare, monitor, and report on budgets, forecasts, and expenditure to ensure effective cost control and value for money.

* Assess, validate, and process contractor valuations, payment applications, and final accounts.

* Scrutinise contractor costs, variations, and claims to ensure accuracy and compliance with contract terms and Schedule of Rates.

* Undertake cost analysis, benchmarking, and market comparisons to identify efficiencies and cost-saving opportunities.

* Support procurement activity including tender documentation, pricing evaluations, and commercial analysis of bids.

* Assist in managing contracts from procurement through to final account, ensuring compliance with financial and contractual requirements.

* Work closely with the Senior Contract Manager to monitor contractor performance in relation to cost, quality, and programme delivery.

* Provide clear and informed commercial advice to internal stakeholders across property and asset teams.

* Ensure compliance with internal financial regulations, governance frameworks, and wider regulatory requirements applicable to social housing.

* Support the commercial management of disrepair cases, insurance claims, and complex remedial works.

* Undertake site visits to verify works, variations, and valuations where required.

* Produce and present financial reports, cost data, and performance analysis to support decision-making.

* Contribute to continuous improvement initiatives to enhance commercial processes and systems.

Key Requirements

* Proven experience as a Quantity Surveyor within construction, housing, or maintenance environments.

* Strong understanding of contract administration, valuations, and cost control.

* Experience working with Schedule of Rates and contractor payment mechanisms.

* Ability to analyse financial data and challenge costs effectively.

* Familiarity with procurement processes and tender evaluation.

* Strong communication skills with the ability to influence internal and external stakeholders.

* Experience within social housing, local authority, or public sector environments is highly desirable.

General Responsibilities

* Ensure compliance with data protection, health and safety, safeguarding, financial regulations, and all organisational policies.

* Identify, assess, and manage risks within the role.

* Deliver excellent customer service to residents, colleagues, and stakeholders.

* Represent the organisation professionally at all times.
