Project Engineer (MEICA) – Utilities Project
We are currently seeking an experienced Project Engineer (MEICA) to join a leading Tier 1 contractor delivering a major utilities infrastructure project in Kent.
This is an exciting opportunity to be part of a high-profile programme of works, supporting the successful delivery of MEICA (Mechanical, Electrical, Instrumentation, Control & Automation) packages from design through to construction and commissioning.
Reporting to the Construction & Delivery Leads (C&DLs) and the MEICA & Commissioning Manager, you will play a key role in coordinating MEICA activities, ensuring technical compliance, managing interfaces with design and procurement teams, and supporting project delivery teams throughout the lifecycle of the scheme.
Key Responsibilities
Ensure all work is undertaken safely in accordance with company procedures, specifications and industry best practice.
Coordinate all MEICA design activities on allocated schemes from Gateway 3 (GW3) through to commencement of site delivery.
Report MEICA design progress and key project updates to the relevant C&DL, MEICA & Commissioning Manager and Area MEICA Managers.
Provide technical and quality support to Project Delivery Teams throughout the delivery phase.
Support subcontract management activities during the project close-out stage.
Review and contribute to subcontract tender evaluations, supplier specifications and scopes of work.
Coordinate, review and monitor key design deliverables, including schedules, specifications and technical drawings.
Coordinate and monitor procurement activities relating to free-issue plant and equipment.
Work closely with design and procurement teams to manage technical queries, change control and project interfaces.
Review and monitor MEICA-related project risks and mitigation measures.
Review services and employer-provided requirements to ensure project compliance.
Ensure commissioning requirements are incorporated into the design process from an early stage.
Support technical governance activities and engineering assurance reviews.

Functional Design Specifications (FDS)
Equipment Lists
Instrument Lists
P&IDs
Control Philosophies
Telemetry Requirements
Assist with the development and review of Compliance & Commissioning Plans.
Coordinate and expedite subcontractors during off-site manufacturing activities.
Attend project meetings and provide technical support as required.
Liaise with subcontractors regarding site deliverables, programme requirements and interface management.
Review MEICA subcontractor Quality Plans and Inspection & Test Plans (ITPs).
About You
To be successful in this role, you will have:
Proven experience as a Project Engineer within utilities, water, wastewater, infrastructure or MEICA environments.
Strong understanding of MEICA design, procurement, installation and commissioning processes.
Experience managing subcontractors and coordinating multidisciplinary project teams.
