The Opportunity

Are you an accomplished technical leader with a track record of managing complex, high-profile public assets?

We are seeking a premier-standard Technical Contract Manager to take complete operational, commercial, and technical ownership of a world-famous heritage and public visitor estate in Central London.

The Role

As the Technical Contract Manager, you will hold ultimate accountability for the contract's P&L performance, statutory technical compliance, and customer experience. You will lead a large on-site engineering and fabric delivery team, acting as the primary partner to the client's executive estate team.

Key Responsibilities:

Operational & Technical Excellence

Technical Authority: Serve as the ultimate engineering leader on-site, managing the operational maintenance strategy (SFG20) for complex HVAC, close-control environments, water systems, steam plant, and electrical distribution.

Asset Lifecycle (CAPEX): Lead strategic capital planning and asset lifecycle reviews across the estate, scoping technical works and delivering sustainable, energy-efficient engineering solutions.

Heritage & Fabric Protection: Collaborate closely with conservation specialists to ensure all hard services maintenance is conducted with strict sensitivity to historic building fabric.

Financial & P&L Governance

Full P&L Ownership: Manage a multi-million-pound operational budget, driving technical efficiency, protecting contract margins, and executing robust cost control.

Financial Workflow: Direct the full financial lifecycle of the contract, managing Work in Progress and invoicing, and proactively resolving billing queries to ensure optimal cash flow.

Account Growth: Identify strategic site improvements and energy-saving capital projects, compiling detailed quotes and business cases to drive additional works.

Leadership & Team Management

Large Team Leadership: Manage, mentor, and inspire a large, multi-disciplinary resident workforce comprising supervisors, technical day/shift engineers, fabric technicians, and administrative support staff.

Culture & Capability: Oversee the full employee lifecycle, conducting performance reviews, managing training matrices, and building a cohesive, "one-team" culture of professional pride.

Subcontractor Management: Lead the procurement, coordination, and performance monitoring of specialist supply chain partners, ensuring strict adherence to site standards and SLAs.

Compliance, Health & Safety

Statutory Compliance: Guarantee 100% statutory compliance across all properties, keeping all mechanical, electrical, public health, and fire life safety folders in an immaculate, audit-ready condition.

HSE Assurance: Champion a world-class safety culture across the estate, overseeing high-risk RAMS reviews and ensuring robust Safe Systems of Work (SSoW) are consistently enforced.

Candidate Requirements:

Proven Experience: A strong, referenceable background in a similar Technical Contract Manager or Senior Technical Account Manager role (experience in museums, major universities, historic palaces, or high-footfall public environments is highly desirable).

Financial Acumen: Exceptional commercial capability with full, direct ownership of contract budgets (P&L, forecasting, WIP, and debt management).

Technical Foundation: Well-qualified in a recognized building services engineering discipline (NVQ Level 3 minimum, with a Mechanical, Electrical, or Building Services degree/HND highly preferred).

Compliance Expertise: Expert knowledge of statutory health and safety regulations, SFG20, and the management of high-risk permits within public environments.

Certifications: IOSH Managing Safely or NEBOSH General Certificate is essential.
